Folk healing, ritual and magic of Czechs resettled from Ukraine and Kazakhstan

The paper deals with the two closely interrelated thematic areas of human activity and thought, such as practical effort to recover health in the form of healing practices and the belief in the spiritual transcendence) beyond the individual actions in everyday life. The text is clearly divided into subcategories in accordance with the various aspects of folk healing and their adaptability to environmental change. The article is based on recollections and memories of Czechs resettled from the former Soviet Union and the knowledge of themed literature. Příspěvek pojednává o dvou úzce tematicky provázaných oblastech lidského konání a myšlení, jakými jsou praktická snaha o navrácení zdraví v podobě léčebných postupů a víra v duchovní sféru (transcendentno) přesahující jedince a jeho jednání v každodenním životě. Rámec textu je pro přehlednost rozčleněn do podkategorií zabývajících se jednotlivými aspekty lidového léčení a jejich adaptabilitou na změnu prostředí. Příspěvek vychází ze vzpomínek a pamětí přesídlených Čechů z oblasti bývalého Sovětského svazu a poznatků tematicky zaměřené literatury.

The paper draws attention in clear propositions to the fact that the Vietnamese minority in the Czech Republic is structurally segmented society, but above all it is straddled between Vietnam and the Czech Republic. Vietnamese minority becomes a modern Central European diaspora. Given this fact, it seems that the issue is on the table to seek a coordinated interest (in the paper called the term "care") of the local minority on the part of both countries: Vietnam and the Czech Republic. Příspěvek upozorňuje v přehledných tezích na skutečnost, že vietnamská menšina v ČR je jednak strukturálně členitá společnost, ale především že je rozkročená mezi Vietnamem a ČR. Stává se moderní vietnamskou středoevropskou diasporou. Vzhledem k této skutečnosti se zdá, že je na stole otázka hledat koordinovaný zájem (v příspěvku nazývaný termínem „péče“) o zdejší menšinu ze strany obou států: Vietnamu a ČR.

The text focuses on the problems of minority organizations in Prague in a situation where Prague has become an open global city, a gateway city, which in the composition of the population and sociability differs significantly from other cities of the Czech Republic. Using the statistical data, the diversity of the population in Prague demonstrated in the text, which along with the excessiveness of tourism makes Prague an extremely challenging environment for the coexistence of the population in the city. A highly diversified society along with the anonymity and segmentarization of the personal lives of individuals is typical for the large city. In this particular environment, associations of national minorities seek their activity and hope to address their compatriots, who are scattered throughout the city. A big change for the life of minorities in the Czech Republic is the decentralization of minority organizations. Individual minority clubs are now often separate entities that establish their own program and are separately managed. Their freedom is compensated by organizational immaturity. They must compete for grants, face problems with co-financing and lack the resources for infrastructure and administrative activities. As research by the Institute of Ethnology of the CR has verified, they lack advisory and coordination assistance, which would aid in the acquisition of European funds, mutual communication and among others ensure that their activities could effectively enrich the people of Prague as a whole. In this context, I appreciate the establishment of the House of National Minorities, which at least partially simplifies communication among the minorities. Text se zaměřuje na problémy menšinových organizací v Praze v situaci, kdy se Praha stává otevřeným globálním městem, gateway city, které se složením obyvatelstva a sociabilitou významně odlišuje od ostatních sídel České republiky. Na statistických datech je v textu demonstrována diverzita pražského obyvatelstva, která spolu s předimenzovaností turistického ruchu vytváří z Prahy prostředí extrémně náročné pro soužití obyvatel ve městě. Vysoce diverzifikovaná společnost je spolu s anonymitu a segmentarizací osobních životů jednotlivců pro velkoměsto typická. V tomto specifickém prostředí hledají spolky národnostních menšin svoji působnost a snaží se oslovit svoje krajany, kteří jsou rozptýleni po celém městě. Velkou změnou pro život menšin v České republice je decentralizace menšinových organizací. Jednotlivé menšinové spolky jsou nyní často samostatnými subjekty, které si vytvářejí vlastní program i samostatně hospodaří. Jejich svoboda je vykoupena organizační nezralostí. Musí soupeřit o granty, potýkají se s problémy se spolufinancováním, nemají prostředky na infrastrukturu a administrativní činnosti. Jak ověřily výzkumy Etnologického ústavu ČR, chybí jim poradenská a koordinační asistence, která by napomáhala k získání evropských prostředků, vzájemné komunikaci a mimo jiné i k tomu, aby jejich činnost mohla Pražany efektivně obohacovat jako celek. V této souvislosti oceňují zřízení Domu národnostních menšit, který alespoň částečně zjednodušuje komunikaci mezi menšinami.

Introductory information to the 14th Meeting of National Minorities in Prague, whose part was the international conference entitled Prague and minorities in 2014. The program of the conference was focused on the issues: the presence of ethnic minorities in Prague and their activities, national minorities and parent language, ethnic minorities and migrants. The partial output is presented to the professional and wider public, arranged like the conference. Úvodní informace k 14. Setkání národnostních menšin v Praze, jehož součásti byla v roce 2014 mezinárodní konference pod názvem Praha a menšiny. Program jednání konference byl zaměřen na otázky: přítomnost národnostních menšin v Praze a jejich aktivity, menšiny a mateřský jazyk, národnostní menšiny a migranti. Odborné i širší veřejnosti je předkládán dílčí výstup, odpovídající svým uspořádáním průběhu konference.

On the question of the presence of national minorities in the Czech Republic

The articles indicates the basic political starting points on the question of national minorities in the Czech Republic after 1989. The existing Act on Rights of Members of National Minorities (2001) does not provide an exhaustive list of national minorities and minority groups are considered those groups of citizens claiming a nationality other than Czech, which are historically present on the territory of the state, i.e. existing as a permanent part of the society. According to the amended version of the Statute of the Government Council for National Minorities, adopted by the Government in 2013, they are 14 minorities (Belarusian, Bulgarian, Croatian, Hungarian, German, Greek, Polish, Roma, Rusyn, Russian, Serbian, Slovak, Ukrainian and Vietnamese). Příspěvek ukazuje na základní politická východiska k otázce národnostních menšin v České republice po roce 1989. Stávající zákon o právech příslušníků národnostních menšin (2001) nestanoví taxativní výčet národnostních menšin a za národnostní menšiny jsou považovány ty skupiny občanů hlásící se k jiné než české národnosti, které jsou na území státu historicky přítomné, tj. existující jako trvalá součást společnosti. Podle novelizovaného znění Statutu Rady vlády pro národnostní menšiny, který schválila vláda v roce 2013, jde o 14 menšin (běloruskou, bulharskou, chorvatskou, maďarskou, německou, polskou, romskou, rusínskou, ruskou, řeckou, slovenskou, ukrajinskou a vietnamskou).
