Povodně a sucho: krajina jako základ řešení

2014 - Czech Sborník vychází ze seminářů komise pro životní prostředí AV ČR. V souvislosti s opakovanými extrémními fluktuacemi počasí (srážky, teploty) a jejich ekologickými a ekonomickými dopady byla v průběhu obou seminářů věnována pozornost především dosavadním způsobům zemědělského a lesnického vyžívání krajiny a jejich vlivu na stav půd a jejich retenční schopnost. Degradační trendy potvrzuje dlouhodobá dokumentace klesající biologické rozmanitosti krajiny a zemědělské půdy. Příklady vhodných prostorových úprav krajiny prezentované v průběhu semináře ale naopak ukázaly, že i v obtížných podmínkách (např. v zemědělské krajině jižní Moravy) je možné negativní dopady klimatické změny zmírnit. Podmínkou jsou promyšlená změna způsobů hospodářského využívání zemědělských pozemků, volba vhodných plodin a agrotechnických postupů, obnova ekologické infrastruktury krajiny a krajině přiměřená vodohospodářská opatření. Stručný výčet faktorů ovlivňujících výskyt povodní a sucha v krajině ukazuje, že jde o velmi komplexní problematiku, jejíž řešení vyžaduje integrované přístupy odborného a politického řízení, jak upozorňuje Evropská úmluva o krajině. Závěry obou seminářů kladou mimořádný důraz na ukončení stavu volného nakládání s krajinou a zavedení systémového řízení vývoje a využívání krajiny. Porozumění tomuto přístupu vyjádřili svou účastí a svými příspěvky i zástupci rezortu životního prostředí a zemědělství i zástupci vrcholné české politiky: ministr zemědělství ing. Jurečka, ministr životního prostředí Mgr. Brabec, a předseda sboru poradců ministerského předsedy dr. Špidla. Jejich angažovanost ve věci svědčí i o mimořádném zájmu a je zárukou, že závěry seminářů nezůstanou jen na papíře, ale dojdou praktického uplatnění v politickém rozhodování. During two scientific seminars, Czech scientists, together with representatives of the Czech Ministries of Agriculture and Environment, evaluated the situation and developed a range of recommendations for Czech environmental and agricultural policies to manage the situation. In the recommendations, the landscape is considered as public space; its use for agriculture, forestry, construction, etc. must be properly considered and planned. Elaboration of a longterm vision for the landscape as matter of public interest, its development and its use for various purposes is the basic point of all recommendations. Further issues are a responsible landscape policy, definition of strategic goals and tasks, as well as normative management measures and instruments necessary to streamline strategic and operational management. Landscape research and planning deserve specific attention. Establishment of a national consultative board for the landscape as a governmental advisory body was proposed. And organization of a broad national discussion about the landscape, its use andfuture development was also recommended.
