Význam niektorých scientometrických kritérií pri tvorbe rozpočtu a kvalifikačnom raste na Univerzite Pavla Jozefa Šafárika v Košiciach, Slovenská republika

Univerzita Pavla Jozefa Šafárika v Košiciach počtom študentov (cca 8 700) patrí medzi menšie verejné vysoké školy v Slovenskej republike. Hlavnú časť jej príjmov (cca 2/3) predstavuje priama štátna dotácia. Jej výšku určuje každoročne upravovaná Metodika rozpisu dotácií zo štátneho rozpočtu verejným vysokým školám (http://www.minedu.sk/index.php?lang=sk&rootId=377). Ako vstupné údaje do tejto metodiky vstupujú viaceré údaje súvisiace s úrovňou vedeckovýskumnej činnosti ako sú výsledky ostatnej komplexnej akreditácie, objem získaných finančných prostriedkov za domáce, resp. zahraničné granty, ale aj publikačná činnosť zamestnancov a študentov univerzity a ďalšie. Publikačná činnosť ako scientometrické kritérium sa začalo používať v metodike rozpočtu od roku 2005 a jej váha pri určení výšky štátnej dotácie v ostatnom období výrazne narástla, takže má motivačný charakter smerom k univerzitám. Publikačná činnosť predstavuje významný aspekt aj pri kvalifikačnom raste zamestnancov univerzity. Požiadavky, ktoré musí spĺňať uchádzač o tituly docent a profesor, sú rámcovo definované viacerými legislatívnymi dokumentmi a podrobne sú rozpracované Vedeckou radou univerzity. Kvalifikačný rast zamestnancov je významný aj pre samotnú univerzitu, nakoľko existujúca kvalifikačná štruktúra takisto ovplyvňuje výšku štátnej dotácie. V rámci prednášky sa predstaví význam publikačnej činnosti ako jedného z scientometrických kritérií v živote univerzity, spôsob jej evidencie na úrovni Ministerstva školstva, vedy, výskumu a športu, ako aj univerzity a s tým spojené klady a zápory. Pavol Jozef Šafárik University in Košice, according to the number of its students (approx. 8,700), belongs to the group of smaller-size public universities in Slovakia. The major part of its budget income (approx. two thirds) comes from a direct state subsidy. The subsidy amount is defined by the Methodology of the Ministry of Education, Science, Research and Sport of the Slovak Republic that is modified yearly. This Methodology uses various input data that are related to research activities of a university, the results of the last complex evaluation, the amount of financial resources obtained from home grant agencies and from abroad, as well as the publications of lecturers, research staff and students of a university, etc. The amount of publications as a scientometric criterion was for the first time used in 2005 and since then its proportional representation has risen substantially and it represents a strong motivational aspect for universities in Slovakia. The number of publications also plays important role in the qualification growth of P. J. Šafárik University lecturers and research staff. The specific requirements as to the categories and numbers of publications to be met by a candidate for the habilitation (associate professor status) and inauguration (full professor status) are defined by several legislative documents and are further specified by the documents approved by the Scientific Board of the University. The qualification growth of lecturers is also important for the University as it has its influence on the amount of the direct state subsidy. The presentation will focus on the importance of the publication activities as one of the scientific criterion relevant to the research and scientific activities of the University and the methods of publication registration by the Ministry and the University, their strengths and weaknesses will be discussed.

Social work emphasizes the need to identify the peoples' social needs, which are individual and different for each subject. The qualitative analysis of the 'other' children (Roma children, children with disabilities and children intellectually gifted) mothers' testimonies we reconstructed the three dominant social needs in the following families: the need for social acceptance, children's need to ensure the effective saturation of their special educational needs and the need for family cohesion. This contribution stems out of three basic theses. The first thesis asserts that reeducation of children is not well manageable without involving parents or family into it as they are inseparable elements of the problem. The second thesis affirms that efficient therapeutic and educational work is a combination of parallel work with family and children and cooperative work with family and children. That is precisely
how integrating and synthetising therapeutic approaches can be used effectively. The concept of the third thesis is that an optimum model for this kind of work is a well-set therapeutic community. Not only the level of a whole community system is concerned - also the level of actual community meetings. The purpose of this contribution is to inform about the setting and functionality of this kind of system.

Slovakia has one of the largest Roma minority in Europe, and its size does not have a real image. Roma ethnicity is different from the majority of basic social characteristics and face discrimination and prejudice in society. Most of the Roma population is dependent on the social system, whether objective or subjective reasons.
The main problem is the poor integration of the Roma population in the labor market, which makes them suitable to higher risk of poverty and social exclusion. Lack of statistical data on the living conditions of Roma households prevents policymakers take action to improve the quality of life for this population group.

rehabilitation. Here, we focus on skills and knowledges, which are important and usefull in work with drug-users. The aim of the social rehabilitation process is permanent abstination of any substances. The clients have to walk a long way to achieve this aim.They recognize an abstinent philosophy and the health lifestyle. In
contribution I am been on the questions about area, which the social work in rehabilitation centre cover, about work the social worker with family together and work on competences of social worker as a member of therapeutic team.

On the development of unemployment in 2009, worked several factors that were associated with the global economic crisis. Big problem is the long term unemployment. The Slovak Republic in December 2010 recorded 48.44 percent of job seekers registered at employment office for more than one year. A big problem in the labor market are young people and its placement . Graduate experience as one of the active labor market measures assist the unemployed graduates in the age of 25 years.
