Key barriers, opportunities and good practices for entrepreneurship and innovation

The report is focused on barriers, opportunities and good practices for gender-sensitive innovations and entrepreneurship. It is based on the analysis of 36 interviews with experts from the health, green and digital fields and the target groups defined in the quadruple helix of academia, citizens, industry, and government. The interviews were collected by 12 GILL partners in the 10 consortium countries in 2023. Gender stereotypical cultural beliefs and norms, masculine bias, gender segregation, lack of funding, lack of policies to support work-life balance and lack of political will and empirical evidence to remove these barriers are the main problems identified. The opportunities reflected largely correspond to these barriers and highlight the role of key actors, such as the EU, in setting standards. Projects focusing on fixing the number of women under-represented in certain fields and occupations and management positions predominate among good practices.

This policy brief summarises research project results examining ageing conditions across three sectors: transport, healthcare and banking. It aims to respond to the still insufficient discussion on the needs and opportunities of women and men of pre-retirement age and in the process of retirement in the Czech labour market. Gender and age inequalities accumulate over the life course resulting in significantly lower pensions for women compared to men or making it impossible to retire with a decent pension. Uniform retirement ages does not suit everyone equally. The organisation of work in specific occupations has specific negative effects on the health of older women and men. Changes in profession, position or working time in pre-retirement age is not easily obtainable. The policy brief suggests recommendations for state and policy makers, employers as well as good practice examples. The objective of this report is to establish a European baseline of policies in place to combat Gender-Based Violence (GBV) at the legal, policy level and the level of research funding organisations (RFO), as a fixed point of reference for future comparisons, by assessing existing laws and policies at the national and RFO levels in 27 countries in the EU. This is accompanied by analyses of four Associated Countries (Iceland, Serbia, Turkey, UK) and two Third Countries (Canada, USA) that were selected for comparison and as examples of existing practices. The analysis focuses specifically on dedicated legal and policy frameworks focused specifically on universities and research organisations, in order to map the special efforts made by national and regional authorities and RFOs to combat GBV at these specific institutions beyond generic anti-discrimination legislation and labour law protections.\n

The Position of Women in Czech Science. 2019 Monitoring Report

The report provides information on the representation of women and men in several areas relevant to the research and development sector in the Czech Republic. The proportion of women students has increased over the last 15 years at all levels of study. In doctoral studies (by 9 percentage points) and in master's studies (by 12 percentage points). However, the proportion of men and women among researchers remains unchanged over time across all disciplines. Women accounted for 26% of researchers in 2005 and 24% in 2019 (in FTE). In European comparison, the Czech Republic is one of the countries with the lowest representation of women in research.

This report investigates the (non-)existence of laws and policies on gender-based violence (GBV) in the context of universities and research organisations in Canada. It has been published as part of the UniSAFE project together with 32 other national fieldwork reports. Although Canada is recognised as being at the forefront of equality policy, are universities and research organisations exceptions to the rule? To what level of comprehensiveness are these GBV laws and policies adopted and implemented? Analysing Canadian laws and policies is highly relevant for UniSAFE’s research as a comparison basis with European Union countries policies and laws on the subject. Desk-based research has been performed to map the laws and policies and have been analysed in the light of the 7P model, theoretical framework developed under the UniSAFE project. The 7P model is a model to address and combat violence, to assess the efficiency of modes of intervention, regulation and the institutional responses put into place to eradicate GBV, including sexual harassment, in universities and research organisations. At the core is the measure of the prevalence of GBV, with the aim to understand the roles of university and research organisations in prevention, protection, prosecution, provision of services, supported by partnerships and policies. The findings show that there is no federal legislation in Canada that deals directly with the issue of combating GBV in universities or research organisations. This is explained by the fact that legislation related to higher education is under the jurisdiction of provinces. Indeed, five provinces out of the thirteen provinces and territories of Canada have passed legislations requiring post-secondary institutions to adopt and implement sexual violence policies between 2016 and 2021. In addition to these provincial laws, a National Strategy has been adopted. They have shown to be quite comprehensive, addressing from 4Ps to the maximum 7Ps.\n

This document is an outcome of the research project Analysis of Barriers to and Support Strategy for Gender Equality in Science and Research implemented in 2017 and 2018 by the Institute of Sociology of the Czech Academy of Sciences as part of the Operational Programme Employment (Reg. No. CZ.03.1.51/0.0/0.0/15_02 8/0003571). \nThe objective of the project was to develop recommendations for action to advance gender equality in research and development for the state administration and other key national players in research policy-making (the Ministry of Education, Youth and Sports, the Research, Development and Innovation Council, the Czech Science Foundation, the Technology Agency of the CR). Additional measures have been developed for higher education and research institutions and their umbrella organisations (Czech Rectors' Conference, the Czech Academy of Sciences). Moreover, the document aims to serve government bodies responsible for gender equality agendas (the Gender Equality Department of the Government of the CR). The measures have been proposed on the assumption that for their successful implementation it is necessary to ensure synergy between the state administration and research and higher education institutions. Due emphasis is also placed on the role and responsibility of senior researchers.\nThe document is unique in that it builds on an in-depth analysis of the working conditions and barriers to career progression in research and development. It is the first study of the working conditions in research in the CR of such a comprehensive nature. The summary of the main findings is presented in the annexes to this document. This is a working document. Its aim is to encourage discussion about the measures proposed. We welcome your feedback, be it in the form of email or as part of face-to-face conversations. Authors also welcome further suggestions.\n
