Political Culture in the Czech Republic on the Eve of the Third Millennium

On the scheme of 48 statements (Feierabend et al.) indicating the aspects of political culture - cognitions, evaluations and affects- referring to the political system as a whole, input, output objects and self in politics the model for identification with particular type of political culture is developed. The representative sample of the Czech Republic and the representative samples of four regions (not equal to administrative unit) were subjected to the interviewing in autumn 2000. A sample of circa 4000 questionnaires was collected. The contribution presents some findings related to political culture in the Czech Republic. Podle schématu 48 výroků (Feierabend et al.) indikujících aspekty politické kultury – poznávací, hodnotící a emotivní – vztahující se k politickému systému jako celku, vstupu, výstupu politického systému a „já“ v politice, je vypracován model pro identifikaci politické kultury určité populace s určitým typem politické kultury. Reprezentativní soubor ČR a čtyř regionů (nikoliv jako samosprávných územních celků), cca 4000 respondentů, byl dotazován na podzim 2000. Příspěvek představuje některé výsledky vztahující se k politické kultuře ČR

Regional Reform in the Czech Republic

The reform of regional government in the Czech Republic was part of the stream of institutional changes that took place after the demise of the Communist regime. It has been implemented in two stages. The first stage took place in the early 1990s when the constitutional foundations of the sysrtem of subnational government were laid down and the municipal tier was put inti place. The second stage occurred in the second half of the 1990s and in the early 2000s when the reform embraced the intermediate tier of government. It is the reform of the regional (intermediate) government which is the main focus of the paper.

Educating Communist Cadres: School Re-Entry and Sponsored Educational Mobility in State Socialism

This paper analyzes patterns of participation in post-vocational education in socialist Czechoslovakia between 1948- 1989. As the educational system was subject to extensive reforms under socialism, this paper demonstrates their impact upon individual educational trajectories. The primary goal of the text is to show the effects of the communist 'affirmative action' in education. Previous analyses have shown that about one seventh of vocational school graduates continued their education later in life and maintained therefore the possibility of completing their secondary level education (i.e. achieving the so called maturita) and even attending university. This paper shows selection patterns for further education using discrete-time event history analysis.

The main idea behind the conference was that post-communist can move forward in reforming their higher education more successfully if their cooperation in this field is strengthened. The conference main goal was to promote collaborative interdisciplinary policy-oriented research on higher education in EU accession candidate countries in Eastern and Central Europe and to develop a common strategy for implementing reforms in financing higher education in the EU accession states.
