Povolování záměru podle nového stavebního zákona

Permitting process under the new Building Act Abstract With the adoption of the new Building Act, there are fundamental changes in public building law. The reform of the building law promises to speed up and simplify the entire permitting process and, therefore, speed up construction and increase housing affordability. In particular, the new regulation overcomes the phased nature of the permitting process, the lack of state- ments and binding opinions is now handled by the building authority, the time limits for issuing decisions have been shortened and the principle of full appeal has been introduced in the appeal procedure. Unfortunately, it is not entirely clear how to proceed with some of the newly intro- duced institutes. The aim of the thesis is to provide a comprehensive view of the process of permitting a con- struction project under the new Building Act. In doing so, it is based primarily on the explana- tory reports and opinions expressed by the professional public. A short comparison with the old regulation is also provided for selected institutes. The thesis first describes the theoretical background: the modes of authorization - the boundary between the free and the permit regime and the administrative act as a form of administrative activity, its definition, requirements, and characteristics.... Povolování záměru podle nového stavebního zákona Abstrakt S přijetím nového stavebního zákona dochází k zásadním změnám veřejného stavebního práva. Reforma stavebního práva slibuje zrychlení a zjednodušení celého procesu povolování a v dů- sledku toho i zrychlení výstavby a zvýšení dostupnosti bydlení. Především nová úprava překo- nává etapovitost povolování, chybějící vyjádření a závazná stanoviska si nově obstarává sta- vební úřad, zkrátily se lhůty pro vydání rozhodnutí a v rámci odvolacího řízení byl zaveden princip plné apelace. Bohužel není u některých nově zavedených institutů úplně zřejmé jak přesně postupovat. Diplomová práce si klade za cíl poskytnout komplexní pohled na proces povolování stavebního záměru podle nového stavebního zákona. Při tom vychází především z důvodových zpráv a názorů vyslovených odbornou veřejností. U vybraných institutů je uvedeno i krátké srovnání se starou úpravou. Práce nejprve popisuje teoretická východiska: režimy vzniku oprávnění realizovat záměr - roz- hraničení volného a povolovacího režimu a dále správní akt jako formu správní činnosti, jeho definici, náležitosti a vlastnosti. Housing estates and their author's reflection ABSTRACT The housing estate itself and its development represent a fascinating topic that encompasses a wide range of aspects from urban planning and architecture to social and cultural phenomena. The central theme of the thesis is the environment of panel housing estates and their reflection in the author's and didactic parts. In the theoretical part, the thesis addresses the idea of the emergence, realization, and development of housing estates in the area of the capital city of Prague. It focuses on the relationships of the housing estate with other elements of the city and studies them in sociological, political, and geographical contexts. It deals with the theme of the place itself, its character, and its recording. It seeks connections of the topic in art, architecture, and urbanism and interprets them into the didactic and practical parts. The didactic part is based on the findings obtained in the theoretical part and proposes their use in visual arts classes. Using mental maps, it explores the environment of housing estates from the perspective of elementary school students. Sídliště a jejich autorská reflexe ABSTRAKT Samotné sídliště a jeho vývoj představuje fascinující téma, které zahrnuje širokou škálu aspektů od urbanistiky a architektury po sociální a kulturní fenomény. Ústředním tématem diplomové práce je prostředí panelových sídlišť a jejich reflexe do autorské a didaktické části. V teoretické části se práce věnuje myšlence vzniku, realizaci a vývoji sídlišť v oblasti hlavního města Prahy. Zaměřuje se na vztahy sídliště s dalšími prvky města a studuje je v sociologických, politických i geografických kontextech. Zabývá se tématem samotného místa, jeho charakterem a jeho zaznamenáváním. Hledá souvislosti tématu v umění, architektuře a urbanismu a interpretuje je do didaktické a praktické části. Didaktická část vychází z poznatků získaných v teoretické části a navrhuje jejich využití v hodinách výtvarné výchovy. Pomocí mentálních map zkoumá prostředí sídlišť z pohledu žáků základní školy. This thesis investigates the perception of regularity in arithmetic of pupils in 2nd and 3rd grade of primary school. The theoretical part focuses mainly on pupils' preconceptions (previously acquired experience with the chosen topic). It presents examples of problems from various series of mathematics textbooks for primary school, which allow pupils to encounter the topic of regularities and rhythm in the course of their studies. This section also explains the concepts related to the topic - dealing with error, error strategies and, following the preconcepts, with possible ways of re-teaching. The research part aims to analyse the pupils' solutions obtained within the faculty project Teachers' understanding of the causes of school failure and the effectiveness of pedagogical interventions, implemented by the Pedagogical Faculty of Charles University with financial support from the OPVV programme of the Ministry of Education. The target group of the testing are pupils of the 2nd and 3rd year of primary school. This part of the work includes the preparation and implementation of the actual experiment with the task, analysis and comparison of the results from the experiment with the data obtained in the project. These are supplemented by written records of interviews with pupils and teachers.... Tato diplomová práce zkoumá vnímání pravidelností v aritmetice u žáků 2. a 3. ročníku ZŠ. Teoretická část se zaměřuje především na žákovské prekoncepty (dříve získané zkušenosti s vybraným tématem). Uvádí ukázky úloh z různých řad učebnic matematiky pro 1. stupeň ZŠ, které umožňují žákům setkat se s tématem pravidelností a rytmu v průběhu studia. Tato část také vysvětluje pojmy související s tématem - zabývá se chybou, chybnými strategiemi a v návaznosti na prekoncepty také s možnými způsoby reedukace. Výzkumná část cílí na analýzu žákovských řešení získaných v rámci fakultního projektu Učitelské porozumění příčinám školní neúspěšnosti a efektivita pedagogických intervencí, realizovaného PedF UK za finanční podpory z programu OPVV MŠMT. Cílovou skupinu testování představují žáci 2. a 3. ročníku ZŠ. V této části práce jsou zahrnuty příprava a realizace vlastního experimentu s úlohou, analýza a porovnání výsledků z experimentu s daty získanými v projektu. Ty jsou doplněny o písemné záznamy rozhovorů se žáky a vyučujícími. Porovnání výsledků výzkumu ukazuje, že u žáků dochází ke kognitivnímu posunu, který se projevuje zlepšeným vnímáním pravidelností a hledáním zákonitostí. Dle výsledků vlastního experimentu lze pozorovat také závislost na způsobu zadávání úlohy v různých podmínkách.

Supervisory authority of schools and educational establishments under the Freedom of Information Act Abstract The thesis focuses on the determination of the superior authority of schools and educational institutions according to Act No. 106/1999 Coll., on free access to information, as amended (hereinafter referred to as the "Information Act"). The author of the thesis analyses the issue from the point of view of theory, but also from the point of view of practice. The content of the first chapter of the theoretical part of the thesis is an analysis of the determination of superior authorities according to the regulation of the Information Act and Act No. 500/2004 Coll., Administrative Procedure Code, as amended. Nadřízený orgán škol a školských zařízení podle zákona o svobodném přístupu k informacím Abstrakt Diplomová práce se zaměřuje na určení nadřízeného orgánu škol a školských zařízení podle zákona č. 106/1999 Sb., o svobodném přístupu k informacím, ve znění pozdějších předpisů (dále jen "informační zákon"). Autor práce rozebírá problematiku z pohledu teorie, ale také z hlediska praxe. Obsahem první kapitoly teoretické části práce je rozbor určení nadřízených orgánů podle úpravy informačního zákona a zákona č. 500/2004 Sb., správní řád, ve znění pozdějších předpisů. Druhá kapitola teoretické části se zaměřuje na vymezení pojmu škol a školských zařízení, právnických osob jejich činnost vykonávajících a pojetí povinného subjektu dle informačního zákona. This diploma thesis is supporting material for working with word problems in Czech language and mathematics classes. In the theoretical part one can look at current problems related to word problem solving, methods that can be helpful for more successful pupil's word problem solving, the context of word problems in the Framework Educational Programme for Primary Education, the definition of the concept of word problem and its other phenomena in primary education and factors that influence successful word problem solving. The practical part focuses on methodological recommendations based on the interviews and research conducted. The interviews with teachers and the research investigations carried out in the first educational period are described in detail in this section. In the final part you can find sample preparations for Czech language lessons related to the word problems resulting from both parts of the work. Historie matematiky v učivu matematiky na 1. stupni ZŠ

The diploma thesis is focused on the history of mathematics and the possibility of its inclusion in the teaching of mathematics at the 1st grade of elementary school. The goal was to compile a set of didactic materials based on the starting points that result from the theoretical part. 6 thematic areas from the history of mathematics and 20 specific didactic scenarios and activities with additional material for direct use in teaching, including a theoretical part for teachers, were proposed. The suitability of didactic materials was verified at 34 schools from all over the Czech Republic. Based on the analysis of reflections from teaching, the loadability of selected historical topics was assessed and modifications of didactic materials were proposed. Diplomová práce je zaměřená na historii matematiky a na možnosti jejího zařazení do výuky matematiky na 1. stupni ZŠ. Bylo navrženo 6 tematických oblastí z historie matematiky a 20 konkrétních didaktických scénářů a aktivit s doplňujícím materiálem k přímému použití ve výuce včetně teoretické části pro učitele. Vhodnost didaktických materiálů byla ověřována na 34 školách z celé České republiky. Na základě analýzy reflexí z vyučování byla posouzena nosnost vybraných historických témat a byly navrženy úpravy didaktických materiálů. The notation of a number in the position system, especially in the decimal system, is the most widely used representation of a number by humans. There are various ways of developing pupils' understanding of this notation in the classroom. According to the literature, the key elements for developing understanding of number notation in the positional system are, in particular, problem solving tasks and their discussion. In Czech schools, a method persists which, according to the literature and the possible interpretation of qualitative research, does not seem to be effective. The observed level of pupils' understanding of the place value varies and does not seem to increase with the grade level. Pupils' demonstrated misunderstandings take different forms and are described in detail. KEYWORDS number notation, place value, type of assignment, didactic test, analysis of pupils' solutions Zápis čísla v poziční soustavě, zejména v soustavě desítkové, je nejrozšířenější lidmi používanou reprezentací čísla. Jsou známy různé způsoby, jak ve výuce rozvíjet porozumění žáků tomuto zápisu. Dle odborné literatury jsou klíčovými prvky pro rozvoj porozumění zápisu čísla v poziční soustavě zejména problémové úlohy a jejich diskuze. Na českých školách přetrvává způsob, který se podle odborné literatury i podle možné interpretace kvalitativního výzkumu nezdá být efektivní. Pozorovaná úroveň porozumění žáků hodnotě pozice je různá a zdá se, že se s ročníkem spíše nezvyšuje. Projevovaná neporozumění žáků mají různé podoby a jsou podrobně pospány. The thesis focuses on the process of solving word problems. The theoretical part defines the typology of word problems, the phases of solving a word problem, and the description of surface solving strategies. The practical part sets goals: 1. to map the difficulties students face when solving word problems and 2. to design, implement, and evaluate activities that could help students reduce these difficulties. The core of the work is action research conducted by a classroom teacher with third-grade students. The research is divided into two phases. The first phase includes tasks: 1. to identify the types of problems that cause difficulties for students, i.e., problems with a low overall success rate of solution, 2. to determine representatives of students with characteristic areas of difficulty. The selected types of problems will be assigned to students in various forms in the second phase of the research with the goal of implementing and subsequently evaluating the interventions mentioned below. The selection of student representatives on whom I focused the intervention activities in the second phase was carried out based on observations of all students solving word problems, analysis of their written solutions, reflections, and short semi-structured interviews. The interventions are designed to... Diplomová práce je zaměřena na proces řešení slovních úloh. Teoretická část vymezuje typologii slovních úloh, fáze řešení slovní úlohy a popis povrchových řešitelských strategií. Praktická část si vytyčuje cíle: 1. zmapovat obtíže žáků při řešení slovních úloha a 2. navrhnout, zrealizovat a vyhodnotit aktivity, které by žákům tyto obtíže pomohly zmírnit. Těžištěm práce je akční výzkum prováděný třídním učitelem se žáky 3. ročníku. Výzkum je rozdělen do dvou fází. První fáze zahrnuje úkoly: 1. vytypovat typy úloh, které činí žákům obtíže, tj., úlohy s nízkou celkovou úspěšností řešení, 2. určit zástupce žáků s charakteristickými okruhy obtíží. Vybrané typy úlohy budou žákům ve druhé fázi výzkumu v různých variantách zadávány s cílem realizovat a následně vyhodnocovat níže uvedené intervence. Výběr zástupců žáků, na které jsem ve druhé fázi zaměřila intervenční činnosti, byl realizován na základě pozorování všech žáků při řešení slovních úloh, analýzy jejich písemného řešení, reflexí a krátkých polo-strukturovaných rozhovorů. The thesis explores the opportunities offered by art education in supporting the social relations amongst pupils with a different mother tongue. It investigates the potential of artistic practices of art education in promoting understanding among pupils; specifically in the integration of Ukrainian pupils who have come to class without prior knowledge of the Czech language. It shows the possibilities and limits of their visual communication with the environment. Pupils with a different mother tongue have still been a marginalized group in the Czech school environment. The thesis is looking for ways to improve this situation, in accordance with the chosen research methodology of a case study with elements of action research. In the theoretical part of the thesis, the author focuses on the legislative framework, which provides a context for the social inclusion of pupils with a different mother tongue. It emphasizes cultural competence, identity, and the newly emerging concept of well-being; examines the issue of social inclusion in the school environment and the broader context of inclusive education. The author characterizes the female pupils... Práce zkoumá možnosti, které nabízí výtvarná výchova v podpoře sociálních vztahů žáků s odlišným mateřským jazykem. Zjišťuje, jaký potenciál mají umělecké postupy výtvarné výchovy v podpoře porozumění mezi žáky a konkrétně v začleňování ukrajinských žáků, kteří přicházejí do třídy bez znalosti českého jazyka. Ukazuje možnosti a meze jejich vizuální komunikace s okolím. Žáci s odlišným mateřským jazykem jsou v prostředí české školy stále marginalizovanou skupinou. Práce hledá cesty, jak tuto situaci měnit, a to v souladu se zvolenou výzkumnou metodologií případové studie s prvky akčního výzkumu. V teoretické části práce se autorka zaměřuje na legislativní rámec, který poskytuje kontext pro sociální začleňování žáků s odlišným mateřským jazykem. Interaktivní učebnice ve výuce

The presented thesis describes the use of interactive textbooks by selected primary school teachers in their teaching. In the theoretical part of the work, the development of textbooks is briefly outlined, followed by a short chapter on the history of interactive textbooks. Further chapters are devoted to a summary of the functionalities of interactive textbooks by selected publishers and of related technical equipment in schools. The theoretical part concludes with a look at the Bring Your Own Device system and the Future Classroom Lab concept in the context of interactive textbooks. The empirical part of the thesis describes the use of interactive textbooks in the process of teacher preparation for teaching, their work with tools, features and content in teaching itself. In the research investigation a qualitative approach was used, where the interview method was chosen. To better place the data in context, this method was supplemented by observations that took place in the teaching practice of individual teachers. The data collected was coded and then subjected to analysis. Předložená práce popisuje, jak využívají interaktivní učebnice vybraní učitelé na 1. stupni základní školy ve své výuce. V teoretické části práce je stručně vymezen vývoj učebnic, který je následován krátkou kapitolou o historii interaktivních učebnic. Další kapitoly jsou věnovány shrnutí funkcionalit interaktivních učebnic u vybraných nakladatelů a souvisejícímu technickému vybavení škol. Závěr teoretické části je pak věnován systému Bring Your Own Device (přines si své zařízení) a konceptu Future Classroom Lab (třída budoucnosti) v souvislosti s používáním interaktivních učebnic. Empirická část práce popisuje užívání interaktivních učebnic v procesu přípravy učitele na výuku, jejich práci s nástroji, funkcemi a obsahem v samotné výuce. Ve výzkumném šetření bylo využito kvalitativního přístupu, kdy byla zvolena metoda rozhovoru. Pro lepší zasazení dat do kontextu byla tato metoda doplněna pozorováním, které probíhalo ve výuce jednotlivých učitelů. Získaná data byla kódována a následně byla podrobena analýze. Stěžejní částí práce je prezentace výsledků výzkumného šetření zaměřeného na zjišťování vztahu vybraných učitelů jedné školy k adaptaci interaktivních učebnic, jejich začlenění do procesu přípravy na výuku a hledání odpovědi na otázku, jak tito učitelé interaktivní učebnice ve výuce užívají....
