New Axiomatization of Quantum Mechanics

2017 - English In this paper we describe a new (complete) axiomatization of quantum mechanics (QM) in which we add axioms describing the concept of an observation. We show that new axioms are clear and evident and based on common sense. Our approach is based on the idea of the observation of properties of an individual measuring system. We distinguish two concepts of a state: the properties of an individual measuring system and the state of an ensemble of systems. Then we prove that the ontic model of QM is inconsistent. This is our main result. This implies the necessity to consider “non-realistic” models for QM in which it is not true that each wave-function describes a possible state of an individual system. Our axiomatization is based on the postulate of the existence of definite outputs of an experiment. Thus the evident reality of the existence of definite outputs implies that our axiomatization is true and verifiable. 2017 - English One of the key determinants of economic development in small open economies such as the Czech one is the external environment. Understanding the linkages to the external world is therefore of utmost importance for policymakers. It is not only international trade that is important. Capital flows and exchange rate fluctuations are also among the economic phenomena that should be monitored and analysed. The articles in this Research Bulletin represent a sample of the CNB’s research dealing with modelling of trade and capital flows and exchange rate fluctuations. The first article decomposes aggregate export growth in the Czech Republic in 2005–2014. The second article presents research aimed at improving the trade forecast. The third article also contains research relevant to economic forecasting. The fourth article studies the role of exchange rate movements. Monitoring centrálních bank - prosinec 2016

2016 - Czech Většina sledovaných centrálních bank udržuje své úrokové sazby na stávající nízké úrovni či zvažuje další uvolňování měnové politiky. Například norská centrální banka uvažuje o snížení klíčové sazby a Riksbank o zvýšení objemu nakupovaných dluhopisů. Novozélandská centrální banka už přistoupila k dalšímu snížení klíčové sazby. ECB ponechala v uplynulém období úrokové sazby beze změn, prodloužila však svůj program nákupu dluhopisů a upravila nastavení jeho parametrů. Na druhou stranu světová ekonomika napjatě sleduje, zda v závěru letošního roku dojde k očekávanému růstu úrokových sazeb Fedu. Téma pod lupou se věnuje problematice vlivu klimatických změn na finanční sektor včetně politik centrálních bank. Vybraný projev člena Výkonné rady Deutsche Bundesbank Andrease Dombreta pojednává o perspektivách obchodních modelů komerčních bank. Most of the central banks under review are maintaining their interest rates at the current low level or considering a further monetary policy easing. For example, Norges Bank is considering lowering its key rate and the Riksbank increasing the volume of purchased bonds. The Reserve Bank of New Zealand has lowered the key rate further. The ECB left interest rates unchanged in the previous period but extended its bond purchase programme and adjusted its parameters. On the other hand, the global economy is watching anxiously whether the Fed’s interest rates increase as expected at the close of this year. Spotlight addresses the effect of climate change on the financial sector, including central bank policies. In our Selected speech, member of the Executive Board of the Deutsche Bundesbank Andreas Dombret focuses on the perspectives of business models of commercial banks. 2016 - Czech Červencové vydání měsíčníku Globální ekonomický výhled přináší pravidelný přehled aktuálního a očekávaného vývoje ve vybraných teritoriích se zaměřením na hlavní ekonomické veličiny: inflaci, růst HDP, předstihové ukazatele, úrokové sazby, měnové kurzy a ceny komodit. V tomto čísle je naše pozornost navíc zaostřena na pozorovaný rozdíl mezi inflačními očekáváními odvozenými z tržních instrumentů a těmi získanými z průzkumů mezi experty. Zatímco tržní výhledy naznačují pokles inflačních očekávání ve Spojených státech, z pohledu expertů k ohrožení plnění 2% inflačního cíle Fedu nedochází. The July issue of Global Economic Outlook presents the regular monthly overview of recent and expected developments in selected territories, focusing on key economic variables: inflation, GDP growth, leading indicators, interest rates, exchange rates and commodity prices. In this issue, we also focus on the observed difference between inflation expectations derived from market instruments and those from surveys of experts. Market outlooks indicate a decline in inflation expectations in the USA, whereas the view of experts is that fulfilment of the Fed’s 2% target is not at risk.
