Vývojové trendy vybraných politik Evropské unie od devadesátých let

2002 - Czech The European Union was going through major changes in the late 80's and early 90's. In this paper, I focused on goal shifts which were followed by instrument adjustments during the 90's. I consider this period a breakthrough in development of European economic integration because not only integration activities were intensified within the union but also the external environment changed significantly. In this period, work on preparation of the single (internal) market reached its climax, the Maastricht Treaty changed the approach to the Community and codified another goal -- building economic and monetary union. Political changes in Eastern Europe have become another challenge which modified the integration process. These fundamental changes marked the development of the European Union to its present state and had to influence every-day practice in member countries. In reality, this means adopting new procedures in areas which were crucial to reaching the newly defined goals. Key changes took place notably in industry; competition; regional and structural; social; and external economic relations sector policies. This paper does not examine how goals, e.g. building of the single market and economic and monetary union, have been met but how the set of instruments -- the aforementioned sector policies -- has evolved over time. Western Europe differs from other regions in the World by its unparalleled social standards, which are becoming an obstacle to Europe's competitiveness. Institutional protection of the labour market, including high environmental standards, is becoming a cost burden of European businesses. Rigidity of labour markets, tax systems, and legislation is another factor behind lower economic growth in Europe. In Lisabon in March 2000, the union declared another strategic goal -- to become the most competitive economy of the World by 2010 -- which requires instrument adjustment. Teoretické aspekty vybraných ekonomických politik Evropské unie a analýza jejich efektů

2002 - Czech Práce se zabývá analýzou pozitivních i negativních efektů vybraných ekonomických politik realizovaných Evropskou komisí či národními vládami jednotlivých členských států Evropské unie. Všechny politiky uskutečňované v rámci EU budou mít bezprostřední vliv na vývoj české ekonomiky po vstupu České republiky do uvedeného integračního seskupení. Kritériem výběru zkoumaných politik a jejich konkrétních nástrojů byl rozsah dopadu na vnitřní trh členských států Evropské unie a současně míra intervencionismu nutná k jejich realizaci. Z tohoto důvodu je pozornost věnována společné zemědělské politice, u které obě uvedená kritéria nabývají značného rozsahu. Dalšími politikami, které jsou předmětem zájmu doktorské práce, jsou společná obchodní politika, politika na ochranu hospodářské soutěže a politika průmyslová. V české ekonomické literatuře jsou jednotlivé politiky více či méně zevrubně verbálně popsány nicméně jedná se většinou o popisy institucí, jejich cílů či zásad, aniž je vyložen mechanismus fungování dané politiky. Proto je v této doktorské práci zvolen alternativní přístup pomocí převážně mikroekonomického graficko-analytického aparátu, který umožňuje širší teoretické interpretace ekonomického obsahu jednotlivých politik, efektů jejich specifických nástrojů a možnosti hodnocení jejich kladných či záporných efektů. Doktorská práce se snaží verifikovat dvě základní hypotézy. První je, že existence a samotná realizace jednotlivých politik Evropskou komisí jsou opodstatněné a zároveň ospravedlnitelné především z politických, v některých případech též sociálních příčin a druhá, teoreticko-ekonomická analýza efektů většiny nástrojů intervenčních politik dokazuje jejich neefektivnost. The following thesis concerns analysis of positive and negative effects of selected economy policies implemented by both, the European Commission and national governments of the member countries of the European Union. All the policies executed within the EU will directly influence the development of the Czech economy after joining the above mentioned integrative group. Criteria used for selection of the examined policies and their concrete instruments were the extent of their influence on the internal market of the member countries of the European Union and followingly the degree of interventionism necessary for their implementation. Due to this reason most attention was paid to the Common Agricultural Policy, where both the above stated criteria are of a massive extent. Other policies included in this study are Common Trade Policy, Competition Policy and Industrial Policy. Each policy is more or less described in detail in the Czech economy literature, however it mostly concerns descriptions of institutions and their aims or principles, but the mechanisms of the given policy stays without an explanation. Due to this reason an alternative approach by means of microeconomic graphical-analytical system was chosen. This system enables wider theoretical interpretations of economic content of individual policies, effects of their specific instruments and possibilities of evaluation of their positive or negative effects. This thesis is aimed at the verification of two basic hypotheses. First, the existence and implementation of individual policies executed by the European Commission are valid and also justified mainly due to political, and in some cases social, reasons. Second, theroretically-economic analysis of the effects of the majority of the intervention policies instruments proves their ineffectivity, that leads to the creation of many other imperfections on imperfectly competitive markets. 2001 - English This dissertation contains three essays related to the modern trends in central banking and its credibility. The first essay focuses on the political-economy aspects of the inflationary bias, arguing in favour of preserving a high degree of monetary policy independence. The second essay discusses what factors should influence the choice between a floating exchange rate and adopting a fixed exchange rate as simple policy rule, trying to import credibility and monetary stability from abroad. The last essay discusses some aspects of the central bank's financial independence and its inter-relationships with credibility.
