Methodology of impact evaluation of targeted support for applied research and development in business enterprises

The methodology identifies the best practice of estimating the input additionality effect of direct government subsidies on research and development in the business enterprises. The government should only subsidise research and development that would not be carried out otherwise. The additionality effect shows to which extent the support stimulates additional research or rather crowds out private funding. The methodology is useful for providers of targeted subsidies and design of innovation policy. Certifikovaná metodika navrhuje hodnocení hospodárnosti veřejných výdajových programů účelové podpory aplikovaného VaV ve smyslu vyčíslení motivačního účinku na rozsah soukromého financování. Cílem této práce je navrhnout metodiku hodnocení hospodárnosti veřejných výdajových programů účelové podpory aplikovaného VaV ve smyslu vyčíslení motivačního účinku na rozsah soukromého financování.

System for evaluation of taxation of multinational enterprises in the Czech Republic

The methodology presents the system of indicators for evaluation of taxation of international companies active in the Czech Republic. Based on the identification of the potential channels of corporate tax base erosion and profit shifting of multinational enterprises it enables to recognise companies whose taxation policy might not be in line with the best practice. Extreme values of the indicators might initiate further examination of a company by state authorities. This methodology thus complements the existing set of analytical tools of the Financial Administration of the Czech Republic in the area of taxation of multinational enterprises. Metodika definuje soubor ukazatelů hodnotících zdanění mezinárodních společností působících v České republice. Tyto ukazatele identifikují možné způsoby snižování daňového základu firem a převádění zisků do zahraničí, což umožňuje rozpoznat firmy, jejichž daňová politika nemusí být v souladu s nejlepší praxí. Extrémní hodnoty ukazatelů mohou sloužit jako podnět pro další šetření firmy ze strany státních orgánů. Metodika tak doplňuje stávající analytické nástroje Generálního finančního ředitelství v oblasti zdanění mezinárodních společností.

A Guide to Communication and Participation in Decision-Making about the Deep Geological Repository of Spent Nuclear Fuel and High-Level Waste in the Czech Republic

This guide is the outcome of a qualitative and quantitative empirical research that examined the social embeddedness of decisions about the deep geological repository (DGR) of spent nuclear fuel and high-level waste in the Czech Republic. The findings from this research were collected and systematised into an applicable set of principles and procedures for communicating with the public and for participatory decision-making in an effort to promote conflict-free negotiations on DGR. The guide describes the social embeddedness of the decision-making process, distinguishes between the opinion outlooks of different stakeholders, identifies various aspects involved in the implementation of the DGR project and their social dimension, and highlights the need to relate the technical acceptability of the DGR project to its social acceptability. The backbone of the guide is the idea of dialogue, wherein the principles and procedures are elaborated both with a view to dialogue as a decision-making process and with a view to the subjects of the dialogue. The guide seeks to accord balanced weight to the opinion outlooks of all stakeholders, so that it is beneficial both to state system and for affected local communities. The recommendations outlined in the guide draw on the activities of the Working Group for Dialogue on the DGR. Metodika je výsledkem projektu, jehož jádrem bylo shromáždění a systematizace poznatků o sociální zakotvenosti rozhodování o hlubinném úložišti vyhořelého jaderného paliva a vysokoaktivních odpadů (HÚ) za pomoci kvalitativního a kvantitativního empirického sociologického výzkumu. Cílem metodiky je transformovat získané poznatky do aplikovatelné podoby tak, aby vznikl soubor zásad a postupů pro komunikaci s veřejností a participativní rozhodování, které přispějí k nekonfliktnímu průběhu jednání o HÚ v ČR. Vypracování tématu metodiky se opírá o analýzu sociální zakotvenosti rozhodovacího procesu, kde jsou rozlišeny názorové perspektivy účastníků jednání o HÚ, různé realizační aspekty projektu HÚ a jejich sociální charakter a je zdůrazněna potřeba spojit technickou přijatelnost projektu HÚ se sociální přijatelností. Páteř metodiky tvoří idea dialogu, která zásady a návrhy postupů rozpracovává jednak vzhledem dialogu jako procesu rozhodování, jednak vzhledem k tématům dialogu. Metodika usiluje vyváženě zohledňovat názorové perspektivy všech účastníků jednání o HÚ tak, aby byla přínosná jak pro státní instituce, tak pro dotčené místní komunity. Doporučení metodiky jsou rozvíjena v návaznosti na dosavadní činnost Pracovní skupiny pro dialog o HÚ.

The aim of the methodology is to apply 3D scanning technology to create a virtual archaeological museum. The main parameter of the methodology are recording, hoarding and presentation of archaeological finds digitally. The basic technology is optical 3D scanning of artifacts; its asset is the ability to capture the perfectly accurate virtual three-dimensional image of the object. On the one hand, this brings new presentation possibilities of mobile and immovable heritage, and on the other hand it multiplies the potential for their conservation in case the original is destroyed. Cílem metodiky je využít technologie 3D optického skenování k vytvoření virtuálního archeologického muzea. Hlavním parametrem metodiky je evidence, tezaurace a prezentace archeologických nálezů v digitální podobě. Základní technologií je optické 3D skenovaní artefaktů, jehož výhodou je schopnost zachytit naprosto věrný virtuální prostorový model objektu. To jednak vytváří nové možnosti prezentace movitých i nemovitých památek, a jednak znásobuje potenciál jejich zachování pro případ, kdy je originál zničen.

This certified methodology describes the designed method for quantitative empirical identification of socially vulnerable demographic groups and analysis of existing interactions with tax and social benefits and other tools of governmental social policy. The methodological approach combines data on households’ incomes with data on households’ expenditures and enables the analysis of the impact of social benefits and direct as well as indirect taxes on income inequality and risk of poverty in the Czech Republic. Certifikovaná metodika popisuje navrženou metodu kvantitativní empirické identifikace sociálně slabších demografických skupin a analýzy existujících interakcí s daňovědávkovými a dalšími nástroji sociální politiky státu. Metodologický přístup spojuje data o příjmech domácností s daty o výdajích domácností a umožňuje zkoumat vliv sociálních dávek a přímých i nepřímých daní na příjmovou nerovnost a míru ohrožení chudobou v České republice.

The methodology investigates prerequisites and proposes methods of utilization of data on immigrant families for the purpose of assessment of social and economic demands of migration and integration. The family perspective enables to analyse some aspects which can’t be taken into account if only individual data on foreigners are considered. This covers entries such as: size of the family, number of children living either in the Czech Republic and/or abroad (both dependent children and children with their own incomes), economic activity and incomes of the family unit, proportion of social allowances in total income etc.). This promotes better understanding to recent trends and allows appropriate adaptation of social infrastructure (in the area of labour market, educational institutions, health system, social security, cultural programmes etc.). Methodology pursuits some similar aims and further develops preceding methodology for the Constitution of the Information System on Immigrant Families from the Third Countries. Metodika mapuje předpoklady a navrhuje postupy pro práci s poznatky o rodinách imigrantů při hodnocení sociálních a ekonomických dopadů migrace a integrace rodin na fungování státu a potenciálních nároků migrace rodin na sociální systémy. Vyhodnocování dopadů migrace a integrace na sociální systémy z rodinné perspektivy umožňuje věnovat pozornost skutečnostem, které nelze dostatečně reflektovat pouze při využití individuálních údajů (např. velikost rodin, počet zaopatřených a nezaopatřených dětí v rodinách žijících v ČR a v jiných zemích, ekonomická aktivita a příjmová situace rodinné jednotky, využívání dávkových systémů ze systému sociálního zabezpečení apod.). S využitím poznatků o rodinách cizinců může sociální infrastruktura společnosti (trh práce, vzdělávací instituce, zdravotnictví, sociální zabezpečení, kultura apod.) lépe reagovat na stávající trendy. Metodika sleduje některé podobné cíle a v některých ohledech navazuje na metodiku pro tvorbu informačního systému o rodinách imigrantů.

To create a solid immigration policy that will promote integration and social cohesion immigrants, we need information about the composition and functioning of immigrant families. For this purpose should serve an information system on families of immigrants from third countries from which it would be possible to derive ideas about future societal needs and investments associated with immigration to the Czech Republic. Information system should facilitate the collection of data on the structure of families of immigrants, their place of residence and their needs. This information is very important in the development and implementation of national integration policy reflecting the capacity of social infrastructure (labour market, institutions for vocational training, primary, secondary and tertiary education, healthcare, social security, culture, etc.). K tvorbě fundované imigrační politiky, která bude podporovat integraci imigrantů a sociální kohezi, je třeba informací o skladbě a fungování imigrantských rodin. Tomuto účelu by měl sloužit informační systém o rodinách imigrantů ze třetích zemí, ze kterého by bylo možno odvozovat představy o budoucích společenských potřebách a investicích spojených s imigrací do České republiky. Informační systém by měl usnadnit získávání dat o struktuře rodin imigrantů, místu jejich pobytu a jejich potřebách. Tyto informace jsou velmi významné při tvorbě a implementaci státní integrační politiky reflektující kapacitu sociální infrastruktury (trhu práce, institucí pro přípravu na povolání, základního, středního i vysokého školství, zdravotnictví, sociálního zabezpečení, kultury apod.).

TAXBEN model for an empirical evaluation of impacts of tax reforms

The certified methodology describes a newly developed microsimulation model (TAXBEN) and the software which implements it. The model simulates the amounts of direct taxes and welfare benefits in a representative sample of Czech households. It generates various characteristics of the tax system, such as the average, marginal, and participation tax rates, and the revenues expenditures of the government budget. Metodika popisuje nově vyvinutý mikrosimulační model TAXBEN a software, který jej implementuje. Model simuluje výši přímých daní a sociálních dávek v reprezentativním souboru českých domácností. Generuje různé charakteristiky daňového systému, zejména průměrné, mezní, a participační daňové sazby, a příjmy a výdaje státního rozpočtu. Model je zaměřen na studium zdanění příjmů ze zaměstnání a podnikání v domácnostech, které jsou či alespoň mohou být ekonomicky aktivní, a na studium sociálních dávek pobíraných těmito domácnostmi.

The publication dedicated to the editorial theory and methodology is a selection of articles by historian Ivan Šťovíček (born 1938). Under the author’s edition the publication presents twelve expert essays on problems related to editorial methods relevant to modern historical sources. Their selection and method of organization aimed at systematic presentation of articles, to provide a representative review of author’s publications. The book is supplemented with the author’s biogram, a bibliography of his works and enriched by an interview with the author on his life and professional work. Publikace věnovaná ediční teorii a metodice je výborem statí prom. hist. Ivana Šťovíčka, CSc. (nar. 1938). V autorské redakci zpřístupňuje dvanáct expertních pojednání k editologické problematice novodobých pramenů. Jejich výběr a uspořádání vycházel ze záměru předložit ucelený soubor příspěvků, který by se stal průvodcem po editorově činnosti. Tyto vybrané texty jsou uznány jako metodika Odborem archivní správy a spisové služby Ministerstva vnitra ČR. Kniha je doplněna autorovým biogramem, bibliografií a obohacena rozhovorem o jeho životě a profesi.
