2017 - Czech Most of the central banks under review, including the ECB, are keeping their interest rates still at low levels. The US Fed was alone in raising its key interest rate by 0.25pp, in line with expectations. Inflation has now exceeded the 1% level in all the monitored economies except Switzerland and seems to be heading towards central banks’ inflation targets. However, most of the banks are still maintaining their unconventional monetary policy programmes. Spotlight focuses on modern forms of central bank communication. In our Selected Speech, the deputy governor of the Bank of England Sir Jon Cunliffe presents the results of a survey of the investment behaviour of firms, an essential element of the monetary policy transmission mechanism. Většina sledovaných centrálních bank včetně ECB udržuje své úrokové sazby stále na nízké úrovni. Pouze americký Fed v souladu s očekáváními svou klíčovou úrokovou sazbu zvýšil o 0,25 p.b. Inflace sice u všech sledovaných ekonomik kromě Švýcarska již překročila 1% úroveň a zdá se, že míří k inflačním cílům centrálních bank, nicméně většina z nich stále udržuje své programy nekonvenční měnové politiky. Téma pod lupou se věnuje moderním formám komunikace centrálních bank. Ve vybraném projevu představuje viceguvernér Bank of England Jon Cunliffe výsledky průzkumu investičního chování firem jako podstatné součásti transmisního mechanismu měnové politiky. 2017 - Czech The past three months have seen the financial crisis subsiding only slowly, as well as corrections to the prices of oil and some agricultural commodities. In Spotlight we take a look at the importance of house prices for monetary policy and their practical treatment in some central banks. Our selected speech is RBNZ Governor Alan Bollard’s address on flexibility and the limits of inflation targeting. 2017 - Czech The May issue of Global Economic Outlook presents the regular monthly overview of recent and expected developments in selected territories, focusing on key economic variables: inflation, GDP growth, leading indicators, interest rates, exchange rates and commodity prices. In this issue, we focus on the question of whether the oil market is approaching equilibrium. We consider in more detail, among other things, the behaviour of OPEC and US shale oil producers observed over the last three years. We also attempt to identify the causes of occasional sharp swings in oil prices. Květnové vydání měsíčníku Globální ekonomický výhled přináší pravidelný přehled aktuálního i očekávaného vývoje ve vybraných teritoriích se zaměřením na hlavní ekonomické veličiny: inflaci, růst HDP, předstihové ukazatele, úrokové sazby, měnové kurzy a ceny komodit. V tomto čísle zaměřujeme svoji pozornost na zodpovězení otázky, zda se trh s ropou blíží ke své rovnováze. Zde se blíže věnujeme, mimo jiného, chování kartelu OPEC nebo producentů břidlicové ropy v USA, pozorovanému v posledních třech letech. Dále se pokoušíme odpověděti na to, jaké jsou příčiny občasných prudkých výkyvů cen ropy. The particle model for the Higgs’ condensate and the anomalous geometrical diffraction

2017 - English In this paper we propose a particle model for the Higgs’ condensate: we propose that this condensate is the set of (infinite velocity) non-local tachyons. We show that then there exists the anomalous geometrical diffraction (which contradicts to quantum mechanics). We show that there exists a universal time constant which defines the limits of the validity of quantum mechanics. We propose an experiment testing the existence of the anomalous geometrical diffraction. We proposed the dark energy conjecture which enables to make an estimate of the time constant. We assume certain (“Feynman”) interaction between standard particle and the nonlocal tachyon. All this is related to the new (finite) form of the Feynman integral. Transmission of uncertainty shocks

2017 - English Numerous recent studies, starting with Bloom (2009), highlight the impact of varying uncertainty levels on economic activity. These studies mostly focus on individual countries, and cross-country evidence is scarce. In this paper, we use a set of (panel) BVAR models to study the effect of uncertainty shocks on economic developments in EU Member States. We explicitly distinguish between domestic, common and global uncertainty shocks and employ new proxies of uncertainty. The domestic uncertainty indicators are derived from the Business and Consumer Surveys administered by the European Commission. The common EU-wide uncertainty is subsequently derived by means of a factor model. Finally, the global uncertainty indicator – inspired by Jurado et al. (2015) – is extracted as a common factor from a broad set of forecast indicators that are not driven by the business cycle. The results suggest that real output in EU countries drops after spikes in uncertainty, mainly as a result of lower investment. Unlike for the U.S., there is little evidence of activity overshooting following this initial fall. The responses to uncertainty shocks vary across Member States. These differences can be attributed not mainly to different shock sizes, but rather to cross-country structural characteristics. Member States with more flexible labour markets and product markets seem to weather uncertainty shocks better. Likewise, a higher manufacturing share and higher economic diversification help dampen the impact of uncertainty shocks. The role of economic openness is more ambiguous. Počínaje příspěvkem Blooma (2009) mnoho empirických prací posledních let potvrdilo význam nejistoty, resp. jejích změn v čase, na ekonomickou aktivitu. Tyto práce se obvykle zaměřují na jednotlivé země a poznatků pro širší skupiny zemí je dosud velmi málo. Cílem tohoto článku je analýza dopadů šoků nejistoty na ekonomický vývoj členských zemí EU při využití (panelových) modelů BVAR. Analýza využívá nových indikátorů nejistoty a explicitně rozlišuje mezi šoky domácími, celoevropskými a globálními. Indikátory domácí nejistoty vycházejí z dat z Business and Consumer Surveys administrovaných Evropskou komisí. Indikátor společné evropské nejistoty je pak odvozen z národních indikátorů pomocí faktorového modelu. Indikátor globální nejistoty, který je inspirován prací Jurado et al. (2015), je extrahován jako společný faktor z širokého vzorku indikátorů v prognózách, přičemž tento společný faktor není ovlivněn fází hospodářského cyklu. Výsledky analýzy naznačují, že reálný hospodářský výstup zemí EU v důsledku nárůstu nejistoty klesá, což se děje především prostřednictvím poklesu investic. Na rozdíl od výsledků pro USA naše výsledky pro EU nenaznačují, že by po původním poklesu ekonomické aktivity docházelo jejímu k přestřelení. Dopad šokových změn nejistoty do reálné ekonomiky se výrazně liší napříč členskými zeměmi, přičemž vysvětlení této heterogenity nelze hledat v různé intenzitě domácích šoků, ale spíše v strukturálních rozdílech mezi zeměmi. Členské země EU, které disponují flexibilnějšími pracovními a produktovými trhy, jsou schopny šokovým změnám nejistoty odolávat lépe. Podobně vyšší podíl zpracovatelského průmyslu a vyšší diverzifikace ekonomiky pomáhají dopad šokových změn nejistoty tlumit. Význam otevřenosti ekonomiky je méně jednoznačný.
