2017 - Czech Our study is a continuation of the investigations of IPEN and Arnika that found octaBDE, decaBDE and HBCD in Rubik's cubes, children's toys and hair accessories, i.e., products that were not treated with these substances but made of recycled plastic. The previous study indicates that banned brominated flame retardants commonly found in hazardous electronic and building waste are recycled into new products where they were not present historically. We conducted additional sampling to further examine whether toxic substances are being recycled into children’s toys on the Czech market. Studie z prosince 2017 shrnuje základní výsledky analýzy přítomnosti toxických látek, konkrétně bromovaných zpomalovačů hoření v hračkách pro děti vyrobených z recyklovaných plastů. Studie vznikla v rámci projektu Recykluj bez jedů a jejím cílem je upozornit na problematiku recyklace plastů s obsahem toxických látek a jejich návratu do oběhu v podobě nových výrobcích. Report of the research of the Coleoptera in Bird Park Josefovké meadows 2017

2017 - Czech Research of the Coleoptera, was provided in year 2017 in Bird Park Josefovské meadows (Královéhradecký district, Czech Republic). This global entomology research is the first, which was in this locations make. By the research has been found 217 species of Coleoptera, therefrom 6 species are protected in Czech republic: Carabus ullrichi ullrichi Germar, 1824 , Carabus scheidleri helleri Ganglbauer, 1892, Cicindela campestris campestris Linnaeus, 1758, Brachinus explodens Duftschmid, 1812, Meloe proscarabaeus Linné, 1758 and Oxythyrea funesta (PODA, 1761). Also has been documented five species from Red list of invertebrate of Czech Republic (Farkač, Král & Škorpík 2005): Cryptocephalus pusillus Fabricius, 1777 – (EN); Ampedus nigroflavus (Goeze, 1777) – (NT); Coraebus elatus (Fabricius, 1787) – (NT); Acupalpus luteatus (Duftschmid, 1812) – (VU) and Grypus brunnirostris (Fabricius, 1792) – (VU). In the database of AOPK is also reported species Hydrophilus piceus (Linné, 1758) wich is documented in Red list (Farkač, Král & Škorpík 2005) as critically endangered. Banks’ capital surplus and the impact of additional capital requirements

2017 - English Banks in the Czech Republic maintain their regulatory capital ratios well above the level required by their regulator. This paper discusses the main reasons for this capital surplus and analyses the impact of additional capital requirements stemming from capital buffers and Pillar 2 add-ons on the capital ratios of banks holding such extra capital. The results provide evidence that banks shrink their capital surplus in response to higher capital requirements. A substantial portion of this adjustment seems to be delivered through changes in average risk weights. For this and other reasons, it is desirable to regularly assess whether the evolution and current level of risk weights give rise to any risk of underestimating the necessary level of capital. České banky dlouhodobě dosahují vysokého kapitálového přebytku nad kapitálovými požadavky vyžadovanými regulátorem. Tento článek diskutuje hlavní motivy, které mohou banku vést k udržování kapitálových přebytků, a analyzuje vliv dodatečných kapitálových požadavků plynoucích z kapitálových rezerv a navýšení v rámci Pilíře 2 na kapitálové poměry bank udržujících kapitálové přebytky. Výsledky ukazují, že banky při navýšení kapitálových požadavků k jejich pokrytí snižují svůj kapitálový přebytek. Významná část tohoto přizpůsobení je zřejmě realizována prostřednictvím změn průměrných rizikových vah. Nejenom z tohoto důvodu je žádoucí pravidelně posuzovat, zda vývoj a současná úroveň rizikových vah nezakládá rizika podhodnocení potřebné výše kapitálu. Does monetary policy influence banks’ perception of risks?

2017 - English This paper studies the extent to which monetary policy may affect banks’ perception of credit risk and the way banks measure risk under the internal ratings-based approach. Specifically, we analyze the effect of different monetary policy indicators on banks’ risk weights for credit risk. We present robust evidence of the existence of the risk-taking channel in the Czech Republic. Further, we show that the recent prolonged period of accommodative monetary policy has been instrumental in establishing this relationship. Finally, we obtain comparable results by extending the analysis to cover all the Visegrad Four countries. The presented findings have important implications for the prudential authority, which should be aware of the possible side-effects of monetary policy on how banks measure risk. Tato práce zkoumá, do jaké míry může měnová politika ovlivňovat vnímání úvěrového rizika bankami a způsob, jakým banky měří riziko v rámci přístupu založeného na interním ratingu. Konkrétně analyzujeme vliv vybraných měnověpolitických indikátorů na rizikové váhy bank pro úvěrové riziko. Uvádíme robustní odhady existence kanálu přijímání rizika v České republice. Dále ukazujeme, že k ustavení tohoto vztahu přispělo nedávné delší období uvolněné měnové politiky. Rozšířením analýzy na všechny země Visegrádské čtyřky získáváme porovnatelné výsledky. Prezentovaná zjištění mají důležité implikace pro obezřetnostní autoritu, která by měla vnímat možné vedlejší efekty měnové politiky ovlivňující měření rizika bankami. House Prices and Household Consumption

2017 - English In this paper, we investigate whether movements in property prices have detectable effects on Czech households’ consumption and saving decisions. We concentrate on three episodes of movements in house and apartment prices and ask whether property owners have significantly different consumption and saving choices from households living in rented properties. We found that, on average, property owners tend to have a lower propensity to consume and a higher saving rate independently of whether property prices move up or down. This casts doubts on the strength of the collateral channel linking the housing market to the macroeconomy in the Czech Republic. V tomto článku zkoumáme, zda mají změny cen nemovitostí znatelný dopad na rozhodování českých domácností o spotřebě a úsporách. Zaměřujeme se na tři období pohybů cen domů a bytů a klademe si otázku, zda vlastníci nemovitostí činí významně odlišná rozhodnutí ohledně spotřeby a úspor než domácnosti bydlící v nájmu. Zjišťujeme, že vlastníci nemovitostí mají v průměru vyšší míru úspor a nižší míru spotřeby bez ohledu na směr změny cen nemovitostí. Intenzita kolaterálního kanálu mezi cenami nemovitostí a makroekonomikou je tedy v případě České republiky zpochybněna. The hybrid-epistemic model of quantum mechanics and the possible solution to the measurement problem

2017 - English In this study we introduce and describe in details the hybrid-epistemic model for quantum mechanics. The main differences with respect to the standard model are following: (1) the measurement process is considered as an internal process inside quantum mechanics, i.e. it does not make a part of axioms and (2) the process of the observation of the state of the individual measuring system is introduced into axioms. The intrinsic measurement process is described in two variants (simplified and generalized). Our model contains hybrid, epistemic and hybrid-epistemic systems. Each hybrid system contains a unique orthogonal base composed from homogeneous (i.e. ontic) states. We show that in our model the measurement problem is consistently solvable. Our model represents the rational compromise between the Bohr’s view (the ontic model) and the Einstein’s view (the epistemic model). 2017 - Czech Most of the central banks under review, including the ECB, are keeping their interest rates at low levels. The US Fed was alone in raising its key interest rate by 0.25 pp to 0.75%–1.00% as expected, and is addressing the issue of reducing its balance sheet. Although inflation is close to central banks’ inflation targets in all the economies under review except Switzerland, most of the banks are maintaining their unconventional monetary policy programmes. The Swedish Riks bank raised its target amount for government bond purchases. Spotlight focuses on the options and strategies for reducing the US Federal Reserve’s balance sheet. In our Selected Speech, SNB Governor Thomas J. Jordan talks about the effect of the increase in the SNB’s balance sheet on its investment policy. Většina sledovaných centrálních bank včetně ECB udržuje své úrokové sazby stále na nízké úrovni, pouze americký Fed v souladu s očekáváními svou klíčovou úrokovou sazbu zvýšil o dalších 0,25 p.b. na 0,75 –1,00 % a řeší problematiku snižování velikosti své bilance.
