Methodology for ecosystem accounting at the national level

The aim of this document is to provide methodological framework for ecosystem accounting at the national level. Ecosystem accounting is a coherent and integrated approach to the assessment of the environment through the measurement of ecosystems, and measurement of the flows of services from ecosystems into economic and other human activity. Therefore, ecosystem accounting enables to account for the supply and use of ecosystem services within the system of national environmental statistical accounts.This methodology provides framework for the measurement of ecosystem services flows from the environment to the economy, supply of ecosystem services by ecosystem units, use of ecosystem services by economic sectors, and accounting for monetary value of ecosystem service flows and assets. The methodology presents examples of ecosystem accounts and describes their structure. The methodology should support development and implementation of ecosystem accounts within satellite environmental accounts of System of Environmental and Economic Accounting (SEEA) and serve as a reference for methodological developments in experimental ecosystem accounting Cílem metodiky je poskytnout metodologický rámec pro environmentální a ekonomické účetnictví ekosystémových služeb. V současnosti nejsou přínosy plynoucí společnosti z užívání ekosystémů, stejně však i škody na přírodním bohatství způsobené ekonomickou a jinou lidskou činností zaúčtované v národních účtech a ukazatelích národního bohatství. V návaznosti na snahy rozšíření ukazatelů národní výkonnosti o environmentální dimenzi dochází k revizím statistických standardů a rozvoji nových směrů v rámci Systému environmentálního ekonomického účetnictví (SEEA). Jedním z nových směrů je účetnictví ekosystémových služeb. Metodika experimentálního ekosystémového účetnictví (EEA) zavádí nové postupy pro hodnocení ekosystémových služeb z hlediska účetnictví přírodního kapitálu. Předkládaná metodologie stanovuje základní východiska, postupy a typy účtování ekosystémových služeb v systému environmentálního ekonomického účetnictví.

Measurement of very slow creep deformations of nuclear fuel coating materials by helicoid specimens technique.

Presented technique enables experimental determination of the creep properties of the nuclear fuel cladding tubes under conditions leading to very low strain rates, which are not measurable by conventional creep tests. The data are necessary for the numerical modeling of the nuclear fuel behavior inside the reactor or during the fuel storage and are not available or used to be replaced by the data obtained by unreliable extrapolation. Metodika umožňuje přímé experimentální stanovení creepových vlastností povlakových trubek jaderného paliva za podmínek, při kterých probíhá creepová deformace velmi pomalu, takže není standardními metodami creepových zkoušek měřitelná. Takto získané údaje jsou potřebné ve výpočtových kódech pro modelování chování paliva v reaktoru i mimo\nněj při skladování paliva a dosud chybí, popřípadě jsou získávany nespolehlivou extrapolací.

The presented habitat valuation method is an amendment of the original method for evaluation and pricing of habitats in the Czech Republic developed in the Ecological Institute (Seják et al. 2003). The method is based on expert evaluation of habitat types in the Czech Republic using selected parametres expressing biodiversity value of several levels. The monetary valuation is based on restoration costs analysis. The method can be be used for the evaluation and monetary valuation of ecological value of landscape segments with practical use in ecological demage quantification but also for a comparison of several alternatives of landscape restoration projects. Metodika hodnocení biotopů AOPK ČR 2017 je novelizace metody hodnocení a oceňování biotopů ČR, vytvořené Českým ekologickým ústavem pro MŽP (Seják, Dejmal a kol., 2003). Principem metodiky je expertní hodnocení typů biotopů České republiky, které využívá vybrané parametry, založené převážně na hodnotách biodiverzity různých úrovní. Peněžní hodnocení je založené na analýze nákladů na revitalizační opatření. Metodu lze využít k hodnocení a peněžnímu ocenění ekologické kvality biotopů a krajinných segmentů s praktickým využitím při kvantifikaci ekologické újmy, ale také při porovnávání různých alternativ návrhů revitalizace krajiny.

Methods for identification of vulnerable zones for nitrogen leaching in arable land

The methodology demonstrates on the case study of a catchment (cca 200 km2 in size) how to identify the areas with high risk of nitrogen (N) leaching to underground water in arable land. It uses synergy between “conservative” characteristics of the catchment, such as orographic features, bedrock and soil hydrological properties, and the dynamic ones, which are represented by vegetation properties. The latter are identified through the imaging spectroscopy of wheat canopy obtained from airborne hyperspectral and/or Sentinel-2 multispectral data. Metodika identifikace potenciálního průsaku reaktivního dusíku do podzemních zdrojů vod je založena na hodnocení kombinace konzervativních, těžko měnitelných a časově stabilních faktorů povodí a těch faktorů, které může člověk svým působením v krajině ovlivňovat. K ním patří způsoby a intenzita pěstování polních plodin na orné půdě povodí. Parametry druhé skupiny jsou získávány na základě metod obrazové spektroskoie leteckých hyperspektrálních a satelitních multispektrálních dat Sentinel-2.

The project aims at problematic invasive species and their prioritization. In the methods we define several groups of aliens for monitoring. In the project are shown the rough financial costs. Navrhovaný projekt se zabývá zejména druhy uvedenými v legislativě EU jako druhy s významným vlivem, dále druhy uvedenými v pracovním varovném seznamu EU (Horizon scanning; Roy et al. 2015), druhy uvedenými v národních seznamech tzv. Blacklistu ČR (černý, šedý, a varovný seznam; Pergl et al. 2016) a druhy jejichž introdukce do ČR je v blízké budoucnosti předpokládaná a zároveň, jejichž vliv je výrazně negativní. Návrhy systémů mapování a monitoringu i zpracování dat jsou napojeny na stávající systém sledování a datové zdroje AOPK ČR (sledování stavu druhů a stanovišť dle Směrnice 92/43/EHS, NDOP) a bude konzultována možnost napojení/exportu z/do systému ÚKZÚZ. Zároveň však, s ohledem na snadnou identifikovatelnost některých invazních druhů jsou zohledněny existující aktivity v oblasti jejich mapování veřejností (např. mobilní aplikace BioLog). V každé metodice jsou uvedeny variantní řešení pro různé úrovně detailu a finanční náročnost.

The manual provides instructions on monitoring of four problematic invasive species based on remote sensing. It focuses on low cost and operational unmanned aircraft solution. The manual provides bases for understanding of the problematic, specifies the requirements for the data type and quality in respect to the species phenophases, and describes the data processing and quality assessment. Described methods are particularly suitable for targeted monitoring (in case of unmanned aircraft solution), still can be used at regional scale as well (in case of satellite imagery). Methodology is intended mainly for environmental agencies and other land managers, such as regional authorities and owners due to prevent and manage the introduction and spread of invasive alien species. Metodika poskytuje návod pro monitoring čtyř problémových invazních druhů rostlin, který je založen na využití dat dálkového průzkumu. Zaměřuje se na levné a operativní řešení využívající bezpilotní letecké prostředky. Poskytuje základy k pochopení problematiky, specifikuje požadavky na typ a kvalitu dat s ohledem na fenofázi rostliny, a popisuje postup jejich zpracování a vyhodnocení. Představené postupy jsou zvláště vhodné pro cílený monitoring (v případě využití bezpilotních prostředků), ale dají se využít i na větší území (v případě satelitních dat).

The aim of the methodology is application of low-temperature plasma in veterinary treatment. Low-temperature plasma (NTP) has non-specific antimicrobial effects and it can be safely applied to living tissues without damaging them. The methodology presents the solution of dermatological problems with potential bacterial, fungal or yeast contamination. The method can also be used for antimicrobial decontamination and for the promotion of healing of chronic and non-healing wounds. Cílem metodiky je aplikace nízkoteplotního plazmatu ve veterinární léčbě. Nízkoteplotní plazma (NTP) má nespecifické antimikrobiální účinky a lze jej bezpečně aplikovat na živé tkáně, aniž by došlo k jejich poškození. Metodika předkládá řešení dermatologických problémů s potenciální bakteriální, plísňovou či kvasinkovou kontaminací. Metodu lze použít také k antimikrobiální dekontaminaci a podpoře hojení chronických a nehojících se ran.

The aim of the methodology „Evaluating voice disorders from videkymographic data“ is to provide a comprehensive information on a new diagnostic method for diagnosis of functional and organic disorders of the voice - videokymography (VKG). The methodology is intended for otorinolaryngology and phoniatry specialists. The methodology will also serve as a study material for both trainers and trainees of the certified course „Videokymography in Medical Practice“. The diagnostic method consists of a patient examination technique and of an evaluation of the examination results. Thie data are automatically evaluated by software created to support the VKG diagnostics. Cílem metodiky „Hodnocení poruch hlasu z videokymografických záznamů“ je podat ucelený soubor\ninformací o nové diagnostické metodě vyšetřování funkčních i organických poruch hlasu – videokymografii (VKG). Metodika je určena pro lékaře otorinolaryngology a foniatry, kteří poruchy\nhlasu diagnostikují a léčí. Metodika bude rovněž sloužit jako studijní materiál pro školitele i školence\ncertifikovaného kurzu „Videokymografie v lékařské praxi“. Diagnostická metoda sestává z techniky vyšetření pacienta a z vyhodnocení výsledku vyšetření. Výsledkem vyšetření je vibrační vzorec hlasivek. Tento vzorec je automaticky vyhodnocen softwarem, který byl k VKG diagnostice vytvořen.

The methodology describes the importance of open woodlands for biodiversity, the history and current state of the open woodlands in the Czech Republic, and management strategies that can be used in restoration, maintenance, and conservation of forests with open structure of the canopy. The methodology serves as general guidelines for managers on sites where open woodlands or their associated specialized species are still present. Metodika popisuje význam světlých lesů pro biodiverzitu, historii a současný stav světlých lesů v České republice a způsoby péče, které lze využít při obnově, udržování a ochraně lesních porostů s otevřenou strukturou. Metodika slouží jako obecné vodítko pro subjekty hospodařící na lokalitách s výskytem světlých lesů nebo s výskytem druhů na světlé lesy vázaných.

The aim of the methodology is to provide an optimized process of micropropagation of common ash, which can support the production of its elite genotypes with a higher degree of tolerance to the invasive fungal pathogen Hymenoscypus fraxineus causing our domestic species of ash (Fraxinus excelsior and F. angustifolia) so called necrosis of ashes (known in Europe as " ash dieback "). The methodology includes two integrated in vitro propagation techniques, which are based either on juvenile plant material (from seeds) or on adult trees using apical buds. Cílem metodiky je poskytnout optimalizovaný postup mikropropagace jasanu ztepilého, který může podpořit produkci jeho elitních genotypů s vyšším stupněm tolerance vůči invaznímu houbovému patogenu Hymenoscypus fraxineus způsobujícímu našim domácím druhům jasanu (Fraxinus excelsior a F. angustifolia) tzv. nekrózu jasanů (v Evropě známá jako „ash dieback“). Metodika zahrnuje dva ucelené in vitro množitelské postupy, které vychází buď z juvenilního rostlinného materiálu (ze semen) nebo z dospělých stromů s použitím vrcholových pupenů.
