Attitudes of regional elites toward the regional government

The paper analyses attitudes of the Czech regional elites toward the system of regional government introduced in this country in 2001. Political, administrative, economic and cultural elites, altogether 820 individuals, were interviewed in 2004. The respondents expressed their opinion on the success of the new system of regional government, on reasons and motives of its introduction, on the delimitation of responsibilities to the regional authorities and on the challenges these authorities have to face. The findings have been structured according to the four above-mentioned types of elites. V příspěvku se analyzují postoje příslušníků krajských elit k novému krajskému zřízeni, které nabylo v ČR účinnosti v r. 2000 resp. v r. 2001. Příslušná data byla shromážděna v r. 2004 formou rozhovorů s 820 respondenty představujícími politické, administrativní, ekonomické a kulturní elity ve 13 krajích a hl.m.Praze. Diskutujjí se názory na důvody a motivy, které vedly k zavedení krajského zřízení, názory na jeho úspěšnost, na vhodnost vymezení kompetencí krajů a na překážky, s kterými se krajský systém setkává. Poznatky jsou členěny podle jednotlivých výše zmíněných čtyř typů elit.

The presented results of the opinion poll contribute to the recording and evaluating of the perception of Germany in the opinions and attitudes of the Czech borderland inhabitants during the period of the Czech Republic joining the European Union. Besides all social groups are in detail researched opinions of local elites. Prezentované výsledky výzkumu veřejného mínění zachycují a hodnotí vnímání Německa v postojích a názorech obyvatel českého pohraničí v etapě vstupu České republiky do EU. Vedle dalších sociálních skupin je zvláštní pozornost věnována názorům příslušníků místních elit.

In this article, the authors are identifying key mediating variables, which influence time-of-voting decision and the susceptibility for campaign effects. Using Post Election Survey data the authors analyze the role of late deciders in the campaign, which preceded the Parliamentary Elections 2006 in the Czech Republic. This study tests, whether there is a significant interaction effect between time-of-voting decision and susceptibility to campaign persuasion. Autoři určují klíčové zprostředkující proměnné, které ovlivňují dobu volebního rozhodnutí a náchylnost voličů k působení kampaní. Na základě dat z povolebního výzkumu analyzují roli nerozhodnutých voličů ve volební kampani, která předcházela parlamentním volbám v roce 2006 v České republice. Tato studie testuje, zda existuje významná souvislost mezi okamžikem volebního rozhodnutí a náchylností voličů nechat se přesvědčit účinky kampaní.

Is residential segregation always a social problem?

Residential segregation which is usually a serious social problem can sometimes fulfil also a positive function, particularly for imigrants during the first stages after their arrival at the new destination. Segregation can also prevent conflicts between culturally highly distinct communities. However, a lasting segregation is almost always dysfunctional. The most important prerequisite to spatial integration of segregated communities is their economic and cultural advancement. Rezidenční segregace, která je obvykle závažným sociálním problémem, může plnit i některé pozitivní funkce, zejména pro přistěhovalce v prvních fázích jejich pobytu v novém prostředí. Může také bránit vzniku konfliktů mezi kulturně výrazně odlišnými komunitami. Dlouhodobá rezidenční segregace je však problematická téměř vždy. Předpokladem prostorové integrace segregovaných společenství je především jejich ekonomický a kulturní vzestup.

Based on opinion research of attitudes of borderland population towards Germany and the European Union and research of local elites made in euroregions in 2004 gives the statement overview of diferences between awaited and real consequences joining the EU for intensity of the cooperation obetween the Czech Republic and Germany both on local and regional levels, comparing the situation with previous wave of enlarging the EU by Finnland, Sweden and Austria. Na základě výzkumu postojů obyvatel pohraničí k Německu a EU provedeného v roce 2005 a výzkumů místních elit v euroregionech (2004) podává příspěvek přehled o rozdílech mezi očekávanými a reálnými důsledky vstupu ČR do EU pro úroveň spolupráce ČR/SRN na lokální a regionální úrovni, s přihlédnutím ke zkušenostem z předchozí vlny rozšíření EU v roce 1995 o Rakousko, Finsko a Švédsko.

The article presents sociological concepts of social cohesion as the base for the survey of social equality on macro societal level. The empirical part, based on the public opinion Our society 2004 and 2005, discusses opinions of Czech people on the notion of social cohesion and its sources. Further we analyze interpersonal trust and evaluation of interpersonal relations in Czech society and their connectedness to social status and subjective attitudes and evaluations. Přestaveny jsou sociologické koncepty studia sociální koheze jak východisko pro zkoumání sociální rovnováhy na makrospolečenské úrovni. V empirické části rozebíráme na základě výzkumu veřejného mínění Naše společnost z roku 2004 a 2005 názory české populace na významy pojmu společenská soudržnost a to v čem spatřují lidé její zdroje. Dále zkoumáme důvěru v druhé lidi a hodnocení mezilidských vztahů v české společnosti, které jsou analyzovány v souvislosti s postavením ve společnosti a subjektivními postoji a hodnocením.

The presentation finds answers of question, what the influence of Germany on Czech Borderland is and how it appears during of process of creating opinions and attitudes of the inhabitants. General result is, that the influence is apparent mainly in sphere of economy and. On the other hand in politics and culture is negligible. Příspěvek hledá odpovědi na otázku, jaký je vliv Německa na české pohraniční oblasti a jak se to projevuje v utváření názorů a postojů těchto obyvatel. Celkové zjištění je, že vliv je patrný zejména v oblasti hospodářské a ekonomické, naproti tomu je velmi malý v politice a kultuře.
