The Turbulent Development of Czechoslovak Middle Eastern Policy in the Years 1948-1955

This chapter aims to introduce and interpret the development of Czechoslovak foreign policy to the Middle East in 1948-1955 in the\ncontext of the ongoing Cold War using the case studies of Czechoslovak bilateral relations with Israel and Egypt. After the communist coup in\nFebruary 1948, Czechoslovak foreign policy encountered essential changes that also influenced Czechoslovak attitudes towards the Middle\nEast. While in the late 1940s there was an effort to maintain the existing local partnerships (e.g. the continuing support to the\nemerging State of Israel), the early 1950s brought a significant shift of Czechoslovak Middle Eastern policy due to the international and\ninternal political factors. As result, Czechoslovakia started to focus on the development of close mutual relations with some Arab countries.\nIn this sense, the year 1955 is considered a milestone regarding the Egyptian-Czechoslovak arms deal which set an important precedent for\nsimilar contracts of military cooperation between Czechoslovakia with the other regional actors. Tato kapitola představuje vývoj československé blízkovýchodní politiky v letech 1948-1955, kdy se zaměřuje na proměny přístupu Československa vůči Izraeli a Egyptu a intepretaci těchto změn v kontextu událostí probíhající studené války. Československá zahraniční politika po komunistickém převratu v roce 1948 prošla zásadními změnami, které se postupně promítly rovněž do československé blízkovýchodní politiky. Zatímco koncem 40. let převládala snaha udržet partnerství s dosavadními lokálními partnery (např. formou pokračující podpory nově vznikajícímu Státu Izrael), na počátku 50. let v důsledku mezinárodního a vnitřního politického vývoje dochází k zásadnímu přehodnocení československých postojů směrem k rozvoji vztahů s vybranými arabskými zeměmi. Za určitý milník je v tomto smyslu považován rok 1955, kdy došlo k podepsání přelomové smlouvy o dodávkách československých zbraní Egyptu, což vytvořilo precedens pro\ndalší obdobné budoucí spolupráce Československa s vybranými regionálními aktéry ve vojenské oblasti.

The volume opens a systematic research of the Czech National Council and more generally, of national parliaments in federal Czechoslovakia. It includes studies on establishing the National Council in 1968, its parliamentary life in late Socialist period as well as its revival after 1989. The second part contains memories by actors of all three of these stages recorded during the conference. Sborníkem se zahajuje soustavnější výzkum České národní rady a obecně národních parlamentů ve federativním Československu. Obsahuje odborné studie týkající se zakládání České národní rady v roce 1968, jejího parlamentního života v období normalizace i oživení po roce 1989. Druhou část tvoří vzpomínky aktérů všech tří etap tak, jak byly zaznamenány při konferenci.

Na konferenci se sešli badatelé a badatelky z České republiky, Slovenska, Maďarska, Německa, Francie, Británie a USA. Publikované texty poodstupují od pouhé rekonstrukce událostí 1989 i od pojmu „vyrovnání se s komunistickou minulostí“ a místo toho se soustřeďují na některé zajímavé (dis)kontinuity dvou desetiletí po roce 1989 s lety sedmdesátými a osmdesátými.

The publication contains the conference papers of all foreign and Czech researchers who are in the frame of their research focused on the identification and documentation of the property transfers of cultural assets of WW II victims. The different ways of confiscation of works of art as well as the restitution of these cultural assets are described in details here. In more detail the presentation of scientific institutions and the possibility of their international co-operation are mentioned there as well. Publikace obsahuje přednášky všech zahraničních i českých vědeckých pracovníků, zaměřujících se ve svém výzkumu na identifikaci a dokumentaci majetkových převodů kulturních statků obětí II. světové války. Jsou zde popsány různé způsoby konfiskací uměleckých předmětů v jednotlivých evropských zemích i aktuální problémy související s vyhledáváním a restitucemi uměleckých i jiných kulturních předmětů původním majitelům. Podrobněji jsou zde představeny také instituce, které se této problematice věnují a jsou zde také nastíněny možnosti užší spolupráce mezi jednotlivými subjekty na mezinárodní úrovni.

In 1968 history of Czechoslovakia and Poland had intertwined. On one hand there was mutual feeling of solidarity on the part of Polish and Czechoslovak societies, on the other hand the Polish military forces participated in the invasion of Warsaw Pact forces, which had ceased the transformations of Prague Spring. Many new information derive from archival documentation which had been recently disclosed. The publication includes materials from Polish-Czech conference. V roce 1968 se československé a polské dějiny výrazným způsobem ovlivňovaly - stačí připomenout, že se polské jednotky podílely na srpnové okupaci Československa. Čeští a polští historikové v této knize přibližují nejdůležitější otázky vzájemných vztahů a jejich různých podob, všímají si také širšího mezinárodního kontextu. Základem sborníku jsou příspěvky z mezinárodní konference.
