The Russian and Ukrainian minority in Czech republic

The article describes immigration of so called white Russian and Ukrainian emigration into Czechoslovakia during 1919-1922 which was realised according to an agreement between politicians of Czechoslovakia and pre-revolutionary Russia. A process of establishing Russian and Ukrainian institutions in the Czech lands is described and analysed as to productions of those institutions in the 1920-1939. Circumstances of the Russian and Ukrainian immigration after 1945 are illustrated and foundation of Russian and Ukrainian civil societies after 1945 till present is documented. Autorka popisuje příchod bílé ruské a ukrajinské emigrace v letech 1919-1922 do Československa na základě dohody mezi politiky Československa a bývalého Ruska. Věnuje se zakládání ruských a ukrajinských institucí, jejich produkci v letech 1920-1939. Dokládá osudy ruské a ukrajinské emigrace po roce 1945. Dokumentuje zakládání a činnost ruských a ukrajinských občanských sdružení po roce 1989 až do současnosti. The aim of the paper is to approach history and present state of national minority groups in the Czech Republic and Latvia. The paper focuses particularly on the Russian minority in Latvia including its historical emergence and link with contemporary history of Latvia, its relationship to Latvia and education of children in their mother tongue.As to the Czech Republic, the paper focuses on the Slovak minority, its structure and failed promotion of education of children with Slovak background in their mother tongue due to lack of interest of Slovak parents and children about the education. Cílem příspěvku je přiblížit historii a současnost národnostních (etnických) menšin v České republice a Lotyšsku. Soustředí se především na ruskou menšinu v Lotyšsku, její historický vývoj a jeho propojení se soudobou historii Lotyšska, strukturu menšiny, vztah k Lotyšsku a k vzdělávání dětí v mateřském jazyce. V České republice se soustředí na slovenskou menšinu, její strukturu a prosazování výuky dětí slovenského původu v mateřském jazyce, která však vzhledem k nezájmu slovenských rodičů a dětí zůstává nenaplněná. The text depicts the ways in which the Czechoslovak People’s Party (ČSL) formulated, re-told, or otherwise dealt with its own past within the socialist dictatorship and the communist past in general. It is suggested that the rhetorical figure of „party rebirth“ made it possible to leave out the fourty years‘ collaborationist existence and to tie the post-1989 democratic phase directly to pre-1948 ČSL. Yet another rebirth under Josef Lux left out even the leaders of the first rebirth, including Josef Bartončík and the scandal of his cooperation with the secret police. However, both of the turns have built on the idea of a „healthy undercurrent“ of the ordinary party members that carry on the party’s „real identity“ whatever the time and regime. Text se zabývá tím, jak Československá strana lidová po roce 1989 formulovala a (pře)vypravovala svou vlastní minulost v socialistické diktatuře. Rétorika „stranické obrody“ jí umožnila pominout kolaborační existenci strany a navázat jakoby přímo na ČSL před únorem 1948. Další „obroda“ proběhla za předsednictví Josefa Luxe. Oba tyto obraty stavěly na představě „zdravého spodního proudu“ obyčejných straníků, které v každé době a každém režimu udržovaly „pravou identitu“ lidové strany.
