Technology Assessment as Applied Ethics of Technology

Practices that characterize Technology Asessment have recently experienced a new renaissance within the European area. An example is the EU’s Seventh Framework Programme titled PACITA (Parliaments and Civil Society in Technology Assessment). An important role for TA in the Czech Republic is to create conditions for gaining public acceptance of technological development. If the Czech Republic wants succeed in the future, it has to create an environment that is „friendly“ to technologies. Many of the ethics issues in technology are linked with the interface of science and ethics, environmental ethics and/or medical ethics. Postupy, které charakterizují sociální hodnocení techniky, tedy Technology Asessment,zažívají v poslední době v evropském prostoru určitou renesanci. Příkladem je projekt 7.rám. programu EU s názvem PACITA – Parliaments and Civil Society in Technology Assessment. Důležitou roli TA pro ČR je možno vidět ve vytváření podmínek pro akceptaci technického rozvoje ve veřejnosti. Obstát v budoucnosti znamená i pro Českou republiku vytvořit takové prostředí, které bude "přátelské" k technologiím. Řada problémů etiky techniky má proto obsahové rozhraní k etice vědy, k ekologické etice či k lékařské etice. Má také strukturální rozhraní k Technology Assessment, k etice politiky a k etice ekonomiky a podnikání. Aplikovaná etika techniky spolu s analýzou lidského faktoru ve sféře rizik se zdůrazňováním významu informovanosti veřejnosti a se sledováním zranitelnosti (vulnerability) techniky, tj. s výzkumem dostatečné robustnosti technologických systémů, naznačuje také další směřování vývoje TA v ČR.

Two Modes of Attentiveness: Toyen

The essay deals with Teraza Bredečková's screenplay for the film Toyen which was directed in 2005 by Jan Němec.The screenplay presents an image of artist's sensibility which can be observed in two interweaving thematic lines: as the sensibility to the world of senses and as the "ethical" sensibility. The author of the essay also focuses on the fact that these motives can be observed only if we ignore the narrative form of the text. Studie obsahuje z jedné části interpretaci scénáře, který k filmu Toyen (režie Jan Němec, 2005) napsala Tereza Brdečková. Scénář představuje dvojí obraz pozornosti umělce – jednak jde o pozornost ke světu smyslů, jednak o pozornost "etickou". Autor se ve své interpretaci zároveň zaměřuje na okolnost, že zmíněné motivy se v textu odkrývají, pouze pokud odhlédneme od jeho narativní formy.

Tension between Capitalism and Democracy

In my article I focus on features producing tension betwen democracy and capitalism. First, I show contradictions betwen personal and private rights and present the ways in which these contradictions have been eliminated during history. Next, I focus on how in capitalism powers relations penetrate various social spheres and squeeze democratic decision. Consequently, in capitalism there arise areas where power is not accountable and the voice of the people is silent in spite of the fact that decisions concerning the people are made there. V článku rozebírám rysy, které způsobují napětí mezi demokracií a kapitalismem. Nejprve ukazuji rozpory mezi osobními a vlastnickými právy a způsob, jak v dějinách docházelo k jejich smiřování. Poté se věnuji otázce, jak v kapitalismu pronikají mocenské vztahy do rozmanitých sociálních oblastech, kde vytlačují demokratické rozhodování. V kapitalismu tak vznikají oblasti, kde moc nemusí skládat účty, kde hlas lidu nemá žádné zastoupení, přestože se zde rozhoduje o jeho osudu.

Borders of Narrative Analysis

The author argues that a text displaying the parameters of narrative may not be necessarily grasped by categories of narratological description such as function, focalization etc. The narratology itself may be questioned considering the fact that the subject of this discipline is description of the narrative langue or code. Consequently, these statements are elaborated on in reference to the general principles of the linguistic of parole and following the concept of "rhythm" introduced by Henri Meschonnic. V předkládané studii autor hájí tezi, že text vykazující parametry narativu nemusí být nutně uchopován prostřednictvím narativních kategorií (funkce, fokalizace ad.). Naratologie vůbec může být podrobena kritice, nakolik je status jejího předmětu (narativní jazyk či kód) problematický. Tyto teze autor dále rozvíjí na základě tzv. "lingvistiky mluvy" a za pomoci pojmu rytmu, jak ho do literární vědy zavádí Henri Meschonnic.

On Some Aspects of the Controversy between Anthropocentrism and Biocentrism in the Environmental Philosophy

The autor analyses the terms: interest, intrinsic value, kind of life and natural world and comes to the conclusion that the position, which is expressed in the term "anthropocentric standpoint" and which is evaluated in the environmental philosophies mainly in the negative way, represents a better theoretical and practical basis for the desirable humane relationship to the nature in the environmental meaning than biocentric conceptions argue for. The author pleads for the enlarged concept of the "anthropocentrism" in the meaning of "cultivated anthropocentrism". Autor analyzuje pojmy: zájem, vnitřní hodnota, způsob bytí a přirozený svět a dospívá k názoru, že to, co je nazýváno antropocentrickým postojem a co je v ekologických filosofiích hodnoceno převážně negativně, je lepším teoretickým i praktickým základem pro ekologicky žádoucí vztah člověka k přírodě. Autor zastává "rozšířenou" koncepci antropocentrismu ve smyslu antropocentrismu kultivovaného.

Ernst Mach and Evolutionary Conception of Science

Mach's evolutionary conception of science is often neglected and did not received sufficient attention in the course of interpretation of his work. This article aims to emphasize such aspects of Mach's philosophy of science as his evolutionary epistemology, biological function of science, variable and historical character of all theorizing, theory laden character of observation and holism. All these aspects show that biological motives are substantial for Mach’s conception and that from this perspective it could be understood as a compact and logically interconnected system. This view suggests a more adequate interpretation of Mach‘s work and through the evolutional perspective understand him much more consistently. Evoluční pojetí vědy je u Macha často opomíjeno nebo mu není věnována odpovídající pozornost, pokud jde o interpretaci jeho díla. Příspěvek chce zdůrazněním takových aspektů Machovy filosofie vědy, jako je evoluční epistemologie, biologická funkce vědy, proměnlivý a historický charakter všeho teoretizování, zatíženost pozorování teorií a holismus, ukázat, že podstatným způsobem dokreslují jeho koncepci a umožňují ji nahlédnout jako kompaktní a logicky propojený systém. Tímto způsobem lze získat adekvátnější interpretaci Machova díla a prostřednictvím evoluční perspektivy ho pochopit mnohem konzistentněji.
