Comment to the presentation by Gérard Grunberg and Hans-Dieter Klingemann: Development of electoral participation in Europe since 1989

The decline of electoral participation in national parliamentary election and election to the European parliament is an important phenomenon, especially from the point of view of enlarged Europe. The contribution evaluates different analysis and tries to stress weak points. Pokles volební účasti při volbách do národních parlamentů a ve volbách do Evropského parlamentu je významným fenomenem, zejména v období rozšíření EU. Příspěvek hodnotí existující výklady tohoto jevu a poukazuje na jejich slabá místa.

„At Home“ in Borderland

The following article is aimed at reception of category of “home” by Czech citizens from Czech-Bavarian borders. The unique characteristic of this area is... . mainly exchange of inhabitants after the WWII. The term home is interpreted as social construct, culturally and historically determined. Content of the interviews shows that home has its territorial, social and time dimension and mostly is associated with birthplace, residence or family. The perception is different among autochthons and newcomers and it differs according to generations, too. To a certain extent interviews controvert postmodern theories about progressive disappearance of home (Bauman, Keller) and they seem to testify the necessity to define, to build and to stay “home”. Stať je zaměřena na vnímání kategorie domova obyvateli české strany česko-bavorského pohraničí, oblasti specifické zejména výměnou obyvatelstva po 2. světové válce. Pojem domova je interpretován jako sociální konstrukt, podmíněný historicky a kulturně. Obsah rozhovorů ukazuje, že pojem domov má prostorovou, sociální a časovou dimenzi a nejčastěji je spojován s rodištěm, s aktuálním bydlištěm nebo rodinou. Vnímání je přitom odlišné mezi starousedlíky a nově příchozími a liší se i generačně. Rozhovory však do jisté míry vyvracejí postmoderní teorie o postupném mizení domova (Bauman, Keller) a spíše potvrzují potřebu domov definovat, budovat a pevně ukotvit.

The Third Sector and Organised Civic Participation in the Czech Republic

This paper tries to answer the question, whether NGOs are an effective form of interest representation of citizens and social groups. In the first part it concentrates on definition of nongovernmental sector as an institutionalised part of civil society. Further the contribution delineates following roles of NGOs: participative, service, and interest role. It is particularly the interest function within which NGOs create space for representation of interests and needs. In the second part it analyses barriers on civic sector in the Czech Republic, we point out the following ones: communication between civil society and the state, unsatisfactory legal environment, financing in general as well as its structural changes following the Czech accession into the EU, inadequately developed corporate giving. Last but not least we stress individual barrier – post-communist citizen is rather organizationally passive and indifferent in his relationship to civic sector. Příspěvek si klade otázku, zda jsou neziskové organizace efektivní formou zprostředkování zájmů občanů a společenských skupin. V první části se nejprve zaměřuje na vymezení neziskového sektoru jako institucionalizované součásti občanské společnosti. Následně definuje následující role neziskových organizací: participativní, servisní, zájmovou. Právě zájmovou funkci v jejímž rámci vytváří neziskové organizace prostor pro reprezentaci zájmů a potřeb. V druhé části pak analyzuje bariéry neziskového sektoru v ČR, především pak: komunikace občanské společnosti a státu, nedostatečné právní prostředí, financování obecně a jeho strukturální proměna po vstupu ČR do EU, nedostatečně rozvinuté firemní dárcovství. V neposlední řadě nacházíme bariéru individuální - postkomunistický občan je ve vztahu k neziskovému sektoru spíše organizačně pasivní a lhostejný.

The article presents teaching of globalization at the department of Sociology at the Faculty of Social Sciences, Charles University. Study of globalization in the U.S. and possibilities of American teaching methods are discussed. The focus is on approaches to globalization in sociology, sociocultural anthropology and gender studies. V článku je prezentována výuka globalizace na katedře Sociologie na Fakultě Sociálních Věd na UK. Představuje také studium globalizace v USA a možnosti uplatnění amerických výukových metod v ČR. Zaměřuje se hlavně na přístupy ke globalizaci v sociologii, sociokulturní antropologii a genderových studiích.

The CVVM public opinion polls focus, among other themes, on media. The paper chose two areas of questions from their continuous research – 1) level of trust in media, television, newspaper and radios, 2) opinions on accuracy and inaccuracy of information provided by specific media. Jedním z témat, kterým se CVVM věnuje v rámci výzkumu veřejného mínění, jsou média. Příspěvek seznamuje se dvěma okruhy otázek z kontinuálních šetření – 1) míra důvěry ve sdělovací prostředky, televizi, noviny a rádia, 2) názory na pravdivost a úplnost informací poskytovaných konkrétními médii.

The barriers for fatherhood after separation: fathers and the maintenance obligation

The text is dealing with one of the most important dimensions of father role – the dimension of father as the family breadwinner, and more specifically with the changes that the marital separation means for this dimension of fatherhood. Its aim is to bring more understanding into the after-separation situations, and to explain how divorced fathers understand and interpret their behavior in the role of breadwinner for their children after divorce. Příspěvek je zaměřen na jednu z nejdůležitějších dimenzí otcovské role, a sice na dimenzi otce jako živitele, tedy konkrétně na změny, které rozchod rodičů zpravidla znamená pro tento rozměr otcovství. Jeho cílem je vnést určité porozumění do porozchodových situací a vysvětlit, jak rozvedení otcové chápou a interpretují své chování v roli živitele svých dětí po rozchodu.

Attitudes of regional elites toward the regional government

The paper analyses attitudes of the Czech regional elites toward the system of regional government introduced in this country in 2001. Political, administrative, economic and cultural elites, altogether 820 individuals, were interviewed in 2004. The respondents expressed their opinion on the success of the new system of regional government, on reasons and motives of its introduction, on the delimitation of responsibilities to the regional authorities and on the challenges these authorities have to face. The findings have been structured according to the four above-mentioned types of elites. V příspěvku se analyzují postoje příslušníků krajských elit k novému krajskému zřízeni, které nabylo v ČR účinnosti v r. 2000 resp. v r. 2001. Příslušná data byla shromážděna v r. 2004 formou rozhovorů s 820 respondenty představujícími politické, administrativní, ekonomické a kulturní elity ve 13 krajích a hl.m.Praze. Diskutujjí se názory na důvody a motivy, které vedly k zavedení krajského zřízení, názory na jeho úspěšnost, na vhodnost vymezení kompetencí krajů a na překážky, s kterými se krajský systém setkává. Poznatky jsou členěny podle jednotlivých výše zmíněných čtyř typů elit.

The presented results of the opinion poll contribute to the recording and evaluating of the perception of Germany in the opinions and attitudes of the Czech borderland inhabitants during the period of the Czech Republic joining the European Union. Besides all social groups are in detail researched opinions of local elites. Prezentované výsledky výzkumu veřejného mínění zachycují a hodnotí vnímání Německa v postojích a názorech obyvatel českého pohraničí v etapě vstupu České republiky do EU. Vedle dalších sociálních skupin je zvláštní pozornost věnována názorům příslušníků místních elit.
